Memorandum
Emergent Health Partners (EHP) has provided fire dispatch services since 2009. The two-year service agreement with EHP provides fire department dispatching services for FY2025 and FY2026. This contract includes an 18% increase in FY 2025 above current costs and an additional 5% increase in FY 2026. The City of Ann Arbor is in a weak position to negotiate pricing given the lack of providers for such services. Viable alternatives are being explored for a unified public safety dispatch solution. Should an alternative be found, this contract provides a six (6) month notice of termination clause.

EHP complies with the City's Non-Discrimination and Living Wage ordinances.

Budget/Fiscal Impact: The increase in the contract with EHP was not anticipated. It is being requested that $27,000.00 be appropriated from the General Fund fund balance for FY 2025 for the additional cost of the contract.

Whereas, The City of Ann Arbor is continuing to explore a unified public safety dispatch solution; however, there is not an immediate alternative to EHP;

Whereas, The increase in the contract with EHP was not anticipated in the FY 2025 budget; and

Whereas, EHP complies with the City's Non-Discrimination and Living Wage ordinances;

RESOLVED, That City Council approve a two-year service agreement with Emergent Health Partners for dispatching and related services for a total not to exceed amount of $348,674.25;
