Memorandum
This memorandum and resolution requests approval of Amendment No. 2 to the General Services Agreement with Utilities Instrumentation Service, LLC f/k/a Utilities Instrumentation Service Inc. (UIS) for Electrical and Instrumentation Support Services for the Water Treatment Services Unit (WTSU) for an additional $700,000.00 through FY27. Council approved a General Services Agreement for $750,000.00 with UIS in August 2022 by Resolution R-22-245 and approved Amendment No. 1 in August 2023 by Resolution R-23-273 for $150,000.00, and executed Renewal No. 1 in fiscal year 2026 (FY26) for $250,000.00.
UIS provides electrical and instrumentation support services for all system components maintained by the WTSU. The services include transformer testing, infrared testing of switchgears, testing of medium voltage breakers at City substations and generators, programming and calibration of instrumentation, Supervisory Control and Data Acquisition (SCADA) support and troubleshooting, Programmable Logic Controller (PLC) programming, and tuning and testing of dam and hydroelectric generator controls. The WTSU electrician retired in December 2024, and the City has been unable to fill that position as of January 2026. UIS provides periodic services to complete tasks otherwise performed by the WTSU electrician including miscellaneous troubleshooting and repair of electrical system components, service to high voltage equipment, condition assessment of critical assets, etc.
