Attached for your review and approval is a resolution to authorize an agreement with the Washtenaw County Road Commission (WCRC) for the installation of a traffic signal at West Liberty Road and Scio Ridge Road.

Scio Ridge Road and Liberty Road west of the intersection are under the jurisdiction of the WCRC. Liberty Road east of the intersection is under the City's jurisdiction. Both the City and WCRC have received multiple communications from residents about the desire for a traffic signal at this location. WCRC staff evaluated the intersection and determined that the intersection meets the required warrants for a traffic signal.

City and WCRC staff met to discuss the cost and implementation of the work, and agreed to the cost distribution described in the attached agreement. In short, a City contractor will install the necessary ADA compliant sidewalk ramps and related concrete work. The WCRC will perform the remaining work to install the signal.

The total cost of the project is estimated at approximately $100,863.00. The City will be responsible for the cost of installing the sidewalk ramps (approximately $5,000.00); plus 30% of the remaining signal work, up to a maximum of $30,000.00 for the signal work. The WCRC will operate the signal and perform all long term maintenance.

The attached agreement between the City and the WCRC establish the rights and responsibilities of the WCRC and the City relative to the work, including the funding, implementation, and method of payment.

Budget/Fiscal Impact

The cost for the City's share of this project will be paid for from the approved Major Street Fund operations and maintenance budget.
