Resolution to Approve a Professional Services Agreement with CDM Smith Michigan Inc. for Hydraulic Modeling Services ($33,808.00)

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CDM Smith Michigan Inc. (CDM) to provide hydraulic modeling services needed for the U of M/City Water Separation Analysis. The resolution also provides a ten percent contingency in the amount of $3,380.80.
Presently, the City's and U o fM's water distribution systems are interconnected, and water entering the U of M's system can flow through it to other City customers. The City is examining the possibility of isolating the water distribution system serving U of M properties, such as North Campus, Medical Campus and the Athletic Campus, from the City's water distribution system as a different method for compliance with EGLE regulations. The modeling services requested will evaluate the impacts to the City's water distribution system if the U of M's system was separated (backflow prevented) from the City's system. In order to fully evaluate the effects of these contemplated modifications, the pressure and fire-flow impacts to the city's system must be modeled to determine if any system improvements will be required to implement the modifications.
CDM created the current hydraulic model of the City's water distribution system and has extensive knowledge of both distribution systems through previous water modeling work. As a result, staff is recommending CDM as a best source to perform these services. Best sourcing this work will also save contract costs and staff involvement required to familiarize a new consultant with our model and the extensive system and operations knowledge already gained by CDM from previous water modeling projects.
