Resolution to Amend the Administrative Plan and Add Temporary Emergency Housing Voucher Policies
Memorandum
The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program.
The regulation requires that any revisions of the PHA’s administrative plan must be formally adopted by the PHA Board of Commissioners or other authorized PHA officials. HUD adopted a new Voucher Program in response to the COVID-19 crisis called the Emergency Housing Voucher Program. The AAHC was allocated 29 EHV vouchers. This program has special program requirements and program waivers to expedite the lease-up of these vouchers.
Staff recommend that the Administrative Plan be amended to add the Emergency Housing Voucher program policies and waivers. Attached is a separate document that includes each new policy and waiver for the EHV program.

WHEREAS, The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program; and
WHEREAS, HUD issued PIH-Notice 2021-15 issued on May 5, 2021, explaining the new Emergency Housing Voucher program and temporary regulatory and statutory waivers to enable expedited lease-up of the program; and
WHEREAS, The AAHC recommends that the Board amend the Administrative Plan to add applicable regulatory and statutory waivers related to the Emergency Housing Voucher Program; and
RESOLVED, that the Board of the Ann Arbor Housing Commission approves the amended Administrative Plan to temporarily add regulatory and statutory waivers for Emergency Housing Voucher program, effective retroactively to May 5, 2021.
