Memorandum
This General Services Agreement is for Metro Detroit Integrated Systems LLC (MDIS) to install the video wall and related technology in the new Emergency Operations Center at Fire Station 1.

The Fire Department engaged IT to assist with identifying the scope of work needed and the vendors who could provide the services. A work group comprised of IT, fire, police, and emergency management did several site visits to review various options available.

Proposals were solicited from three different companies who do work in this space. The work group reviewed all three proposals. The MDIS proposal was the most expensive of the three quotes received. The others were $222,797.00 and $178,533.00. However, upon work group review, the enhancements, versality, and technology afforded with the MDIS proposal were value added and will ensure the EOC meets operational requirements for the foreseeable future.

MDIS was also selected because they are in southeast Michigan, which allows for nearby support. MDIS has also done several similar projects for other communities in southeast Michigan with positive results.

It is being requested that resolution R-24-373 that was approved by City Council on 9/16/2024 that approved a general services agreement with MDIS be rescinded as it was not inclusive of all necessary components for this project.

The traditional RFP process was not utilized as the project is being funded by ARPA funds, which has a timeline for expenditure.

Budget/Fiscal Impact: Approved APRA funds will cover the costs of this project.
