Resolution to Approve Restoration of Two-way Traffic on Ingalls and Kingsley Streets

Attached for your review and approval please find a resolution to support restoration of Ingalls Street, Kingsley Street to Catherine Street, and Kingsley Street, State Street to Ingalls Street, to two-way traffic.
Per Chapter 126, Article 1, Section 10:2, the approval of the Council shall be obtained prior to the adoption of a rule or regulation concerning 1-way streets. This restoration of two-way traffic is in alignment with City Council's commitment to Vision Zero, carbon reduction, and advancing initiatives that enhance safety and accessibility of the right of way for vulnerable and at-risk users.
Background: The Ingalls Kingsley Water Main Project, located along Kingsley Street from Detroit Street to Ingalls Street and Ingalls Street from Kingsley Street to E. Huron Street, includes the following elements:
? Water main improvements, including replacement of an aging 6-inch water main that has a history of breaks, upsizing to 12-inch water main, and creating other improvements to improve reliability and water pressure
? Select stormwater system improvements
? Road resurfacing, curb replacement, bump-out additions at intersections, sidewalk and ramp replacements, and restoration of the two-way configuration on Ingalls Street from Kingsley to Catherine and on Kingsley Street between State and Ingalls all contribute to speed management and Vision Zero goals.
Two-way street restorations have been shown to:
? Lower vehicle speeds by reducing the visual width of the travel lane
? Reduce crash severity through lower speeds and less concentrated turning movements,
? Improve access, wayfinding, and overall feel of the street providing more options to reach a destination
