Memorandum
Your approval is requested to authorize Amendment 1 to a Sole Source General Services Agreement with Howden USA Company (Howden) to perform preventative maintenance services on the remaining Three Turblex/Siemens process air blowers at the Water Resource Recovery Facility (WRRF) needing Preventative Maintenance Services for the amount of $67,419.88 (Total Cost $121,320.38).

The WRRF has six Turblex/Siemens process air blowers that provide Oxygen and mixing for the treatment of the wastewater. Oxygen is essential to the removal of carbonaceous biochemical oxygen demand (CBOD), ammonia and phosphorus. The removal of these pollutants are required by the WRRF's National Pollution Discharge Elimination System (NPDES) permit.

The process air blowers were placed into service in 2017. In accordance with the manufacturer's Operations and Maintenance Manual and based on hours of operation, all six blowers are due for a level I preventative maintenance and bearing replacement. Three of the blowers were to receive this service during the last fiscal year, but due to scheduling delays the work was performed in July of this fiscal year ($53,900.50). The three remaining blowers are scheduled to receive this preventative maintenance this fiscal year ($67,419.88). This task will ensure the blowers continue to operate correctly and reduce the chance of early failure.

It is also requested that a contingency in the amount of $10,000.00 be established to cover any unforeseen parts or shipping costs to complete the preventative maintenance tasks.

Howden is the sole supplier of Turblex/Siemens equipment parts, repairs and field service.
