Memorandum
Attached for consideration is a resolution authorizing a contract between the City of Ann Arbor and Washtenaw County.

The current four-year contract authorized via R-18-380 on September 17, 2018 ends June 30, 2022. This contract provides the mechanism for the continuing collaborative efforts between the City and Washtenaw County to execute community development functions through the Office of Community and Economic Development (OCED), including coordinating City and County human service activities and operational functions of OCED.

The service contract is for FY23, FY24, FY25, and FY26. The expense for the contracts is budgeted in FY 2023 at this time, and will be included in future biannual budget considerations.

Whereas, In October 2004, the City and County created a joint Office of Community Development to operate their respective Community Development Departments;

Whereas, In June 2008, the City and County entered into an Urban County Cooperation Agreement covering the Community Development Block Grant Entitlement Program, HOME Investment Partnership Program, and subsequently, Emergency Solutions Grant Program;

Whereas, A Community Development Services Contract between the City and County provides means to deliver services that the City and County envisioned from the joint Office of Community Development;

Whereas, on September 17. 2018 the City authorized via R-18-380 a four-year Community Development Services Contract for fiscal years 2018-2022 with Washtenaw county that ends June 30, 2022;
