Attached for your consideration is a resolution to approve FY 2021 General Fund allocations to non-profit entities for human services, totaling $1,247,529.

On October 16, 2017 through Resolution R-17-394, the City approved a continuation of the coordinated funding process for human services funding in partnership with Washtenaw County, the Ann Arbor Area Community Foundation (AAACF), the United Way of Washtenaw County (UWWC), the Washtenaw Urban County, and Saint Joseph Mercy Ann Arbor (SJMAA). This current resolution for approval of extending the Coordinated Funding allocations through June 30, 2021 is accompanied by a resolution extending the Coordinated Funding Memorandum of Understanding through June 30, 2021. This MOU is between each of the Coordinated Funding partners: Washtenaw County, City of Ann Arbor, Washtenaw Urban County, Ann Arbor Area Community Foundation, United Way of Washtenaw County, and St. Joseph Mercy Ann Arbor. The final allocation of resources and approval of funding remains under the authority of each partner's governing board.

On June 17, 2019, through resolution R-19-281, the City approved the FY 20 Allocations to Non-Profit Entities for Human Services.

DISCUSSION:
Due to the COVID-19 pandemic, we understand that the original programs submitted by non-profits may not be possible due to adjustments necessary to keep staff and clients safe during the pandemic and its aftermath, as well as potential changes in programming due to COVID-19. As such, agencies may shift to meet developing needs of the community, and programmatic shifts will be a likely occurrence for many programs. Coordinated Funding staff will work with non-profits to clarify programming and reporting outcomes and ensure there is the necessary balance of both flexibility and oversight for any programmatic changes that occur.
