Memorandum
The Transportation Economic Development Fund (TEDF) was enacted in December 1987 to provide supplemental funding to state, county, and city road agencies to meet immediate economic development demands placed on highways, roads, and streets. Funding from the Category A program is available for road projects related to economic development and redevelopment opportunities.

Ann Arbor SPARK approached City staff in June regarding a potential TEDF grant opportunity related to the now-announced Sartorius BioAnalytical Laboratories, Inc. development at 3874 Research Park Drive. This development project provides the ideal opportunity to take advantage of this grant opportunity.

Budget/Fiscal Impact: The Research Park Drive Resurfacing Project is currently listed in the City's Capital Improvements Plan (TR-SC-22-35), albeit in the "beyond 2028" category, at an estimated cost of $2.53 million. If the City were to receive this grant, the project would be moved up to be designed in 2022 and constructed in 2023. The grant would pay for $1,619,000.00 of the total project cost, and the City's share would be approximately $911,000.00. Funding for the local share of the project is available from the Street, Bridge, and Sidewalk Millage.
