Resolution to Approve a Purchase Order with Trojan Technologies for Replacement Parts at the Wastewater Treatment Plant ($200,000.00)

Your approval is requested to authorize a Purchase Order with Trojan Technologies (Trojan) in the amount of $200,000.00 for replacement parts to maintain the ultraviolet (UV) disinfection system at the City's Wastewater Treatment Plant (WWTP).
The WWTP utilizes UV light to satisfy its National Pollutant Discharge Elimination System permit requirement for disinfection of the plant's final effluent. Replacing burnt and worn out parts (bulbs, ballasts and hydraulic components) is a recurring maintenance activity necessary for proper function of the UV system.
The Trojan 4000 system at the City's WWTP has been in service since December 2000. Trojan has informed WWTP staff that after July 31, 2022, some parts will no longer be manufactured for the Trojan 4000 unit and once inventory is depleted, no more parts will be available. As a result, WWTP staff included a project to replace the existing UV disinfection system in the City's Capital Improvement Plan, which will come before Council for approval in the FY23 and FY24 budgets. The current purchase order request is higher than most annual purchases as the WWTP intends to order enough of the parts that are not going to be manufactured after July 31, 2022, to last until the UV replacement project is completed.
Trojan is the sole certified source from which specific system components for the WWTP's UV disinfection system can be purchased. Trojan complies with the City's Non-Discrimination and Conflict of Interest Ordinances.
Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY22 WWTP Operation and Maintenance Budget for the Sewage Disposal System.
