Memorandum
A 66' wide portion of the East Mosley Street right-of-way between the Ann Arbor Railroad right-of-way and South Fifth Avenue was platted but never improved. At the request of the University of Michigan, staff requests that this portion of East Mosley Street be vacated. The request is associated with the University's desire to redevelop the former Fingerle Lumber property bounded by the railroad, South Fifth Avenue, and East Madison Street. There are no public utilities located in the street right of way.
Staff support this street vacation because no physical street exists on this portion of the plat. Furthermore, the vacation of this street will have no impacts on vehicular or pedestrian access and there are no public utilities located here.
The Planning Commission held a public hearings on July 18, 2023, and recommended approval of the proposed street vacation. A map indicating the area proposed for vacation is attached.

Whereas, There exists a 66' wide unimproved segment of East Mosley Street in Assessor's Plat No. 30 extending from the easterly right-of-way of the Ann Arbor Railroad east to the west line of South Fifth Avenue;
Whereas, City Planning staff have initiated a petition to vacate this segment on behalf of the University of Michigan;
Whereas, Vacating this right-of-way will allow the block bounded by South Fifth Avenue, East Madison Street and the Ann Arbor Railroad right-of-way to be fully redeveloped;
