Resolution to Accept Road Certification and Transfer from Washtenaw County for E. Huron River Dr.
Memorandum
The attached resolution recommends accepting the Washtenaw County Road Commission's (WCRC) certification and transfer of approximately 0.55 miles of E. Huron River Dr., from the current certification line at approximately the eastern property line of the Huron Hills Golf Course to 0.55 miles east (i.e. to the E. Huron River Service Drive) (the "Road Segment"). The City has typically accepted such transfers for road segments whose lengths bounded by at least 50% City parcels, a criteria met for the Road Segment. City staff reviewed the Road Segment's condition and related infrastructure, which includes a small, recently rehabilitated bridge, and found them acceptable.
WCRC agreed to transfer the Road Segment through a resolution it approved on May 21, 2019 (see attached).
Upon adoption of this resolution, the City will assume maintenance responsibilities for the Road Segment. To compensate for this, once the City updates its mandatory Act 51 map, it will begin receiving additional Act 51 revenues, estimated at $47,600 per year. City staff therefore requests Council's approval, by adoption of this resolution, to transfer agency jurisdiction from the WCRC to the City.

Whereas, Public Act 51 of 1951, as amended, provides for the certification and transfer of road segments between jurisdictions;
Whereas, The Washtenaw County Board of Road Commissioners' ("WCRC") relinquishment, and the City's acceptance of transfer of, E.
