FY23 $305,000.00 Eviction Prevention Funds Final Report

Memorandum

On March 6, 2023 City Council approved $305,000 to address the mounting eviction crisis occurring in the City (R-23-077). The funds were allocated to the Ann Arbor Housing Commission to provide eviction prevention and housing stability to address the homelessness crisis.

 

The AAHC worked with the Washtenaw County Office of Community and Economic Development to create a coordinated process. The County OCED is often the first point of contact for families in a housing crisis because they manage Housing Access of Washtenaw County (HAWC), the centralized intake and assessment process. The County OCED administers eviction prevention funding from the federal and state government and the County Commissioners also approved funding for eviction prevention and we wanted to maintain a consistent programmatic response, regardless of where the family resided.

 

The first family was assisted on March 22nd, 2023 and all of the funds were committed by May 26th, 2023. The Ann Arbor Housing Commission provided an additional $24,693.00 to the City’s $305,000.00 because the City’s funding ran out while people were in the process of getting approved and we did not want to turn a family away who were in process. 

 

Families with children under 18 were prioritized first and once all of the families with children under 18, who were low-income and lived in Ann Arbor were assisted, then single adult families were assisted. The attached chart shows the demographic characteristics of the households that were assisted. The AAHC received a total of 219 requests and 182 households were eligible and were approved for funding. The average payment was $1,775.00.

 

The AAHC will continue to coordinate the FY24 eviction prevention program with the County OCED.
