Resolution to Increase the Limit from $75,000.00 to $90,000.00 for City Administrator Authorization to Accept Grant Awards, Execute Grant Agreements, and Appropriate Awarded Grant Funds (8 Votes Required)

Memorandum

On September 24, 2007, City Council approved #R-07-452, which streamlined the grant process by authorizing the City Administrator to accept grant proceeds and appropriate the funding of grants to the applicable service area budget in the amounts of $25,000.00 or less, for the life of the grant without regard to fiscal year.

 

On June 5, 2023, City Council approved R-23-179, which increased the authorized threshold amount from $25,000.00 to $75,000.00. This increase aligned with the Procurement Policy, and the threshold of $75,000.00 for administrative approval of the purchase of goods and services, at that time.

 

This resolution requests that City Council authorize an increase to that authorized threshold amount from $75,000.00 to $90,000.00 for administrative approval to accept grants proceeds, execute grant agreements, and appropriate awarded grant funding. This change will align with the City of Ann Arbor’s Ordinance changes (ORD-25-28), which increased the limit for City Administrator approval of purchases of goods and services from $75,000.00 to $90,000.00, which were effective January 1, 2026.

 

Budget/Fiscal Impact: There is no fiscal impact as a result of this change.

Whereas, City Council authorized administrative approval of grant agreements and the appropriation of funding for awarded grants of $75,000.00 or less via resolution #R-23-179; 

 

Whereas, City Council authorized an Ordinance Change to Chapter 14 of the City Code that increased the City Administrator approval threshold for the purchases of goods and services from $75,000.00 to $90,000.00;

 

Whereas, The City of Ann Arbor has increased efforts in grant writing and is seeing an increase in awarded grant funding; and

 

Whereas, Increasing the threshold for acceptance and appropriation of grant agreements and awards, from $75,000.00 to $90,000.00, to match the threshold for the procurement of goods and services, will further streamline the grant process;

 

RESOLVED, That City Council authorize the City Administrator to enter into grant agreements with federal, state or other agencies, to accept grant proceeds, and to appropriate the grant funds to the applicable service area budget, for all grants in the amount of $90,000.00 or less;

 

RESOLVED, That the terms and conditions of all such grant agreements are subject to approval as to substance by the City Administrator and approval as to form by the City Attorney;   

 

RESOLVED, That the City Administrator is authorized to receive grant awards of $90,000.00 or less and to appropriate the funds to the applicable service area budget for expenditure pursuant to the terms of the grant award for the life of the grant without regard to fiscal year; and

 

RESOLVED, That the City Administrator is authorized to take the necessary administrative actions, including execution of any grant agreements, to implement this resolution.
