Resolution to Approve a Construction Contract with Doan Construction Co. for the South Main Street Sidewalk Project (RFP 26-10; $3,480,277.60), and Appropriate $1,320,083.00 in Contributing Funds (8 Votes Required) 

Memorandum

Please refer to the enclosed resolution to approve a construction contract between the City of Ann Arbor and Doan Construction Co. in the amount of $3,480,277.60 for the South Main Street Sidewalk Project (RFP 26-10).

 

The project is located on the east side South Main Street between Scio Church Road and Stadium Boulevard.  The project scope includes the following elements:

 

                     New sidewalk along the east side of Main Street

                     Pedestrian traffic signal work at Main Street and Scio Church Road

                     Sidewalk ramp improvements at Scio Church Road and Stadium Boulevard

                     Curbed bump-out on Main Street at Scio Church Road

                     Retaining walls as needed to construct the new sidewalk

                     Fencing and restoration

 

The City has partnered with the University of Michigan (UM) to fund this project. The University of Michigan is contributing funds to this project for the cost of the project adjacent to their property. The Resolution also includes language to authorize the City to enter into a cost allocation agreement with UM for this project once the details of the agreement have been fully worked out.

 

The construction of the project is scheduled in two phases:

                     Phase 1: May 12, 2026, to July 15, 2026. Work will focus on pedestrian traffic signals, streetlights, bump-out, sidewalk, sidewalk ramps, and retaining wall installation along the east side of Main Street.

                     Project Pause for Art Fair: July 16, 2026 - July 19, 2026. No work.

                     Phase 2: July 20, 2026, to August 28, 2026. Work will focus on pedestrian traffic signals, sidewalk, and sidewalk ramp improvements on the west side of the Main Street and Scio Church Road intersection.

 

Engineering staff supervised the creation of plans and contract documents and bid the project through the City’s Procurement Unit. On February 19, 2026, bids were received from two contractors. A selection committee comprised of Public Services staff reviewed the proposals and determined which bidder was the Best Value based on the criteria provided in ORD-21-41, adopted by Council on January 3, 2022:

After reviewing and scoring the proposals, staff ranked the responding companies in the following order:

 

1. Doan Construction Co. (Doan)

2. Michigan Bridge Construction

 

Doan received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommend awarding the contract for this project to Doan. Doan complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact: This project is included in the Capital Improvements Plan (TR-AT-02-13). The estimated total cost of the project is $4,777,654. Funding for the City’s portion of the project is included in the capital budget of the Sidewalk Construction Millage. The University of Michigan is contributing funds for the project. Federal funding is also being applied to the project through the State’s Federal Aid Buyback Program.

Whereas, There is a need for extending sidewalk facilities along the east side of South Main Street between Stadium Boulevard and Scio Church Road;

 

Whereas, Funding for the project is included in the approved capital budget of the Sidewalk Construction Millage;

 

Whereas, the University of Michigan will be contributing funding to the project for the construction of sidewalk adjacent to their property;

 

Whereas, The City of Ann Arbor received two proposals for this work on February 19, 2026 and Doan Construction Co. received the highest score among the proposals reviewed by the selection committee;

 

Whereas, Doan Construction Co. complies with the City’s Non-Discrimination and Living Wage ordinances; and

 

Whereas, It is now necessary to enter into a contract with Doan Construction Co. for the performance of this work;

 

RESOLVED, That City Council approves a construction contract with Doan Construction Co. in the amount of $3,480,277.60 for the South Main Street Sidewalk Project (RFP 26-10);

 

RESOLVED, That $1,320,083.00 be appropriated for contributions that will be made by the University of Michigan to pay for their share of the improvements in the South Main Street Sidewalk Project thereby increasing the project revenue and expenditure budgets;

 

RESOLVED, The that Mayor and City Clerk be authorized to execute a Cost Allocation Agreement with the University of Michigan for the project after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That a contingency amount of $349,000.00 be established within the project budget and that the City Administrator be authorized to approve construction change orders not to exceed that amount, in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
