Attached for your review is a resolution to recommend approval of a $240,000.00 contract between Aquatic Source, LLC and the City of Ann Arbor for the Veterans Park Pool Mechanical Improvements Project.
Budget/Fiscal Impact
Funding is available in the approved FY2018 Park Maintenance and Capital Improvement Millage budget. The new filtration and pump system is anticipated to reduce General Fund operating costs by approximately $5,000 annually. The new system operates in a way that requires less ‘back washing’, leading to decreased water usage, chemical treatment and pool heating demands. The main pool pump will also receive a variable frequency drive, allowing for lower electrical usage when the pool is not in use.
Project Description
The Parks and Recreation Open Space Plan identifies maintenance of the recreation facilities as a priority. During the last two seasons, Veterans Memorial Park Pool has suffered from operational issues that resulted in cloudy water conditions and the closure of the deep end for safety reasons. These operational issues should be alleviated through the installation of a new filtration system. The system that it is replacing is 24 years old, and has required multiple repairs the last two seasons to keep the pool operable.

The new filter installation will take place prior to the pool opening for the 2018 season. This improvement, coupled with the recently approved pool liner for Veterans Memorial Park Pool should provide for a much better visitor experience.
The contract documents for the project were bid through the City’s Procurement Unit following standard procedures. On December 28, 2017, one bid was received for this work from Aquatic Source, LLC for $240,000.00. Attached is a tabulation of the bids received for the project.
Staff is recommending award of a contract to Aquatic Source, LLC for $240,000.00 to for the Veterans Park Pool Mechanical Improvements Project. A 15% construction contingency ($36,000.00) is requested to cover potential contract change orders to be approved by the City Administrator. It is requested that a $276,000.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.
Aquatic Source, LLC complies with the requirements of the City’s non-discrimination, prevailing wage, and living wage ordinances.

Whereas, Funding for the Veterans Park Pool Mechanical Improvements Project is available in the approved FY2018 Park Maintenance and Capital Improvement Millage budget;
Whereas, The City of Ann Arbor received one bid for this work on December 28, 2017 and Aquatic Source, LLC of Brighton, Michigan was the low responsible bidder with a bid amount of $240,000.00;
Whereas, It is now necessary to enter into a contract with Aquatic Source, LLC for the performance of this work; and
Whereas, Aquatic Source, LLC has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage and Living Wage Ordinances;
RESOLVED, That a contract with Aquatic Source, LLC of Brighton, Michigan in the amount of $240,000.00 be approved;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract with Aquatic Source in the amount of $240,000.00 following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
RESOLVED, That a contingency amount of $36,000.00 be established, and the City Administrator be authorized to approve change orders to the contract with Aquatic Source, LLC within the approved contingency amount in order to satisfactorily complete the project;
RESOLVED, That the total $276,000.00 contract and contingency amount be available for the life of the project until expended without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution to allow the work of the project to proceed without delay.
