Resolution to Approve The Crescent Site Plan and Development Agreement, 2525 Ann Arbor-Saline Road (CPC Recommendation: Approval - 6 Yeas and 1 Nays)

Approval of this resolution will allow for the construction of a five-story, 262-unit apartment building.
Petition Summary:
• The site plan proposes to construct a five-story, 262-unit apartment building with 268 vehicle parking spaces enclosed underneath the residential units and 29 surface spaces.
• The petitioner received an 18-foot variance for side setback from the Zoning Board of Appeals for the southeastern property line (adjacent to Whole Foods rear parking lot).
• A development agreement has been prepared to address public water main, on-site stormwater management, public and private sidewalks, the installation of crosswalks on Oakbrook Drive and Ann Arbor-Saline Road, and the redesign and construction of the curb cut on Ann Arbor-Saline Road. The developer has elected to not contribute a voluntary donation to Parks and Recreation Services beyond the installation of the crosswalk on Oakbrook Drive that connects to Cranbrook Park.
• After the discussion at the City Planning Commission meeting on August 5, 2025, the applicant was asked if they would like to include additional street trees and sustainability elements in the plan. The applicant has not committed to any additional trees or sustainability measures.
At the City Planning Commission meeting on August 5, 2025, the option to add a traffic signal was discussed. Staff determined that an additional study that analyzed the impacts of a traffic signal would be required. The developer has provided additional analysis regarding a potential traffic signal near the site on Ann Arbor Saline Road. City transportation team members are reviewing this information. Currently, the plan requires two crosswalks installed - one across Oakbrook Drive and the other across Ann Arbor-Saline Road.
The City Planning Commission, at its meeting of August 5, 2025, recommended approval of this request.

Whereas, Cranbrook Village Limited Partnership has requested site plan approval in order to develop the Crescent;
Whereas, A development agreement has been prepared to address a public water main, on-site stormwater management, public and private sidewalks, the installation of crosswalks on Oakbrook Drive and Ann Arbor-Saline Road, and the redesign and construction of the curb cut on Ann Arbor-Saline Road;
Whereas, The Ann Arbor City Planning Commission, on August 5, 2025, recommended approval of the petition;
Whereas, The development would comply with the R4E Multiple-Family Dwelling District zoning established pursuant to the requirements of Chapter 55, and with all applicable local, state, or federal laws, ordinances, standards and regulations; and
Whereas, The development would limit the disturbance of natural features to the minimum necessary to allow a reasonable use of the land, applying criteria for reviewing a natural features statement of impact set forth in Chapter 57;
RESOLVED, That City Council approve a development agreement for the Project, substantially in the form of that attached, dated October 6, 2025;
RESOLVED, That the Mayor and City Clerk are authorized and directed to sign the development agreement after approval by the City Administrator and City Attorney; and
RESOLVED, That City Council approves the Crescent Site Plan dated September 11, 2025, upon the condition that 1) the development agreement is signed by all parties, and 2) all terms of the development agreement are satisfied.
