Attached for your review and approval, please find a resolution that approves a construction contract between Smith’s Waterproofing, LLC and the City of Ann Arbor for the E. Stadium Boulevard Bridges Deck Sealing Project.
Budget/Fiscal Impact
The estimated total cost of the project is approximately $38,300.00. The work of this project will be funded through Fund 0062 (the Street Resurfacing Millage). The engineering and inspection expenses will be accounted for through the Stadium Boulevard Reconstruction Project that will be occurring simultaneously.
Project Description
The E. Stadium Boulevard Bridges Deck Sealing Project is a minor project that is necessary to seal thermal cracking that has developed in both bridge decks, place a protective coating on the south sidewalk of the bridge over S. State Street, and re-seal the expansion joints on the sidewalks adjacent to the bridges. The thermal cracking that has occurred is not structural in nature or indicative of other more significant problems relating to materials or workmanship. The proposed sealing of the cracks is a preventative maintenance operation in order to prevent salt from penetrating into the cracks and causing further deterioration.
While performing the sealing of the thermal cracks in the bridge deck, it is advantageous from a cost and timing standpoint to place the coating on the sidewalk and re-seal the expansion joints to coincide with the on-going reconstruction of Stadium Boulevard. This will allow the work to be done under the reduced traffic conditions created by the road closure. This work will help to protect the recent significant investment in these structures.
The Project Management Services Unit prepared the plans and contract documents for this work and bid the project through the City’s Procurement Unit following our standard procedures. On September 21, 2016, three bids were received for this work. Smith’s Waterproofing, LLC of Almont, Michigan was the lowest responsible bidder with a bid amount of $29,890.75. Based on the bids received, it was decided to add the sidewalk coating and the re-sealing of the sidewalk expansion joints (an additional cost of $5,386.10) for a total amount of work to be performed of $35,276.85.

The Engineer’s Estimate for the project’s construction was $68,811.00. The lowest responsible bid for this project is approximately 57% below the Engineer’s Estimate. Upon review of the bids received, this bid conforms to the contract requirements; the contractor has good references, and a history of successfully completing this type of work.
Construction is expected to start on, or after, May 8, 2017. The work is to be completed by May 26, 2017. This project has been coordinated with the Stadium Boulevard Reconstruction Project and should have no impacts on traffic as this portion of Stadium Boulevard will only be open to University of Michigan and Ann Arbor Golf and Outing traffic.

Whereas, The thermal cracking is not indicative of underlying structural or material problems and the sealing of the cracks will help to ensure the long-term performance of the bridges;
Whereas, Funding for this work is available in the approved Street Resurfacing Millage (Fund 0062) capital budget;
Whereas, The City of Ann Arbor received three bids for this work on September 21, 2016 and Smith’s Waterproofing, LLC, of Almont, Michigan was the lowest responsible bidder for this work with a total amount of work to be performed of $35,276.85;
Whereas, It is now necessary to enter into a contract with Smith’s Waterproofing, LLC for the performance of this work; and
Whereas, Smith’s Waterproofing, LLC complies with the City’s Non-Discrimination and Living Wage ordinances;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the construction contract with Smith’s Waterproofing, LLC in the amount of $35,276.85 in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;
RESOLVED, The City Administrator be authorized to approve amendments to the contract with Smith’s Waterproofing, LLC up to $3,000.00 in order to satisfactorily complete the project; and
RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
