Title

An Ordinance to Amend Section 5.19 of Chapter 55 (Unified Development Code) of Title V (Bicycle and Vehicle Parking) CPC Recommendation: Approval (8 Yes, 0 No)

Memorandum

The Planning Commission and staff identified improvements to the City’s bicycle parking requirements and standards given the City’s goals to increase bicycle ridership and to enhance usability, design, and accessibility of bicycle parking.

 

Amendments for the following changes were presented to the Planning Commission on November 5, 2025:

                     Simplified formatting for the required bicycle parking table

                     The addition of barrier-free parking requirements

                     Increased bicycle parking requirements for multi-family developments and decreased Class A requirements in downtown districts

                     Language clarifying acceptable locations for all classes of bicycle parking

                     A reformatted design of bicycle parking facilities section to clarify requirements for each parking class, including dimensional standards and other requirements to make racks more user-friendly

                     Language clarifying access requirements and encouraging wayfinding signage

                     Separating the vehicle parking requirements from the bicycle parking requirements and condensing the required vehicle parking table.

 

This list also included changes to the vehicle parking because, while preparing the proposed ordinance language for bicycle parking, the opportunity arose to also simplify the unnecessarily unwieldy vehicle parking requirements tables. Since minimum parking requirements were previously removed, and bicycle parking requirements are proposed to be removed, Table 5.19-1: and Table 5.19-2 only regulate electric vehicle requirements (which are often the same across land uses) and maximum parking limits (which only affect a handful of land uses). Therefore, this table can condense vehicle parking requirements following the simplified structure of the proposed bicycle parking tables while carrying forward requirements that meet the City’s parking goals. This proposed amendment is to make the required parking table more user-friendly; no major substantive changes are proposed to the vehicle parking requirements.

 

Following the public hearing and discussion, Planning Commission postponed action so additional changes could be incorporated, including:

                     Added a reference to Section 5.19.8.A, which was inadvertently omitted

                     Updated required bicycle parking for all accessory uses to none

                     Removed the following primary uses from the exceptions to required bicycle parking: adult foster care; emergency shelter; funeral services; parks, recreation, and open space; transportation facilities; agriculture (greenhouse, barn, borrow pit); and outdoor storage.

                     Added clarifying language about rack types and placement

                     Updated language regarding acceptable alternative designs and locations for bicycle parking

                     General language and formatting updates for clarity and consistency

 

This proposed ordinance was passed by City Council at first reading on January 20, 2026. At second reading, on February 19, 2026, it was referred back to Planning Commission for further consideration and analysis, toward the following outcomes:

1.                     Maintenance of current requirements or increase of proposed requirements for the quantity of Class A bike parking in D1 and D2 zoning districts.

2.                     An increase in required barrier free/oversize bicycle spaces for Class A, B, and C spaces from the proposed standard, and reduction in threshold that triggers need to provide barrier free spaces.

3.                     Explore an increase in required Class B bicycle spaces across multiple zoning districts and uses, except D1 and D2.

 

In response to City Council’s request, staff updated the amendments as follows:

1.                     The current Class A bicycle parking requirements are maintained for residential developments in D1 and D2 zoning districts, though the unit of measurement for requirements has been changed from square footage to number of units for consistency with residential uses outside of the downtown.

2.                     The number of required oversized bicycle parking spaces has been updated; at least 5% of all required spaces for each class of bicycle parking must be oversized, with a minimum of two spaces being oversized.

3.                     Per staff analysis, the number of required Class B parking spaces was generally increased across different uses in the previous draft amendment with the condensing of the required parking table. In the attached version, the required number of Class B parking spaces in residential developments has been increased.

 

An updated ordinance with the changes requested by City Council was presented to Planning Commission on April 21, 2026. This version also included changes proposed by staff for clarity and ease of use, particularly regarding the design of Class A bicycle parking facilities. Planning Commission recommended approval after the public hearing and discussion, and requested the following change:

                     Language specifying that required Class C bicycle parking may be upgraded to Class B spaces, but required Class B and C cannot be upgraded to Class A spaces. This is intended to keep required interior and exterior parking spaces separate because they serve different purposes.

 

In summary, the attached ordinance includes many of the changes proposed in the version of the ordinance presented to City Council in January and February 2026 to provide clarity on bicycle parking requirements, but also incorporates:

                     General updates to language and formatting for consistency and clarity, as proposed by staff.

                     Updates to the allowable bicycle parking class upgrades, as recommended by Planning Commission.

                     Maintenance of Class A downtown residential requirements, increased oversized parking, and increased Class B parking outside of the downtown, as requested by City Council.

 

Because the changes in the attached ordinance can be hard to follow in the traditional tracked-changes format used for ordinances that amend code sections, the original content of Section 5.19 and a final “clean” version of Section 5.19 have been attached as well.
