Resolution to Approve a Construction Contract with C.A. Hull Co., Inc. for the Leslie Park and Sylvan Park Bridge Replacements Project ($699,865.01)

Memorandum

Two existing City park bridges have reached the end of their useful life and require replacement.  The first bridge is an existing 15-foot-long pedestrian bridge located in Sylvan Park. The second bridge is a 20-foot-long bridge over the Traver Creek at Leslie Park used for pedestrians and golf carts.  Both bridges have reached the end of their useful life.  The Sylvan park bridge is also currently closed for use.

 

At Sylvan Park, the project will replace the existing pedestrian bridge that crosses over the Swift Run Drain, connecting the western and eastern portions of the park.  A new 20-foot-long bridge on new abutments will be installed over the Swift Run Drain connecting the western and eastern portions of the park.

 

At Leslie Park, the project will replace the existing bridge with a prefabricated bridge that the City has in storage from over the Argo Cascades.  That bridge was previously removed after determining the substructure was severely corroded.  However, the remaining bridge structure remains in good condition and is proposed for reuse.  The project includes the bridge refurbishment and subsequent installation of the 30-foot-long bridge on new abutments over the Traver Creek.

 

Solicitation of Bids:  Park staff solicited proposals with Public Improvement Request for Proposal  #24-51 through the City’s Procurement Unit.  The documents were advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. On October 1, 2024, seven (7) proposals were received and publicly opened.

 

A selection committee comprised of Community Services staff and managing consultants reviewed the proposals and determined which bidder was the Best Value based on the criteria in ORD-21-41:

                     Workforce Development (20%)

                     Social Equity & Sustainability (20%)

                     Schedule of Pricing/Cost (20%)

 

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

 

1.                     C.A. Hull Co., Inc.

2.                     E.T. Mackenzie Co

3.                     AnLaan Corporation

4.                     Miller LS Bridge Construction, LLC

5.                     M-K Construction Co., Inc.

6.                     Grand River Construction, Inc.

7.                     Z Contractors, Inc.

 

C.A. Hull Co., Inc. received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommends approving a contract with C.A. Hull Co., Inc. in the amount of $699,865.01 for the project.

 

C.A. Hull Co., Inc. complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances.

 

Budget/Fiscal Impact:  Funding is available in the approved FY 2025 Park Maintenance and Capital Improvement Millage Fund budget. A 10% construction contingency ($69,986) is requested to cover potential contract change orders to be approved by the City Administrator. It is requested that the $769,654 contract and continency amount be approved for the life of the project without regard to fiscal year.

 

The Park Advisory Commission recommended approval of this contract at their November 19, 2024 meeting.

Whereas, A new 20-foot-long bridge on new abutments will be installed over the Swift Run Drain at Sylvan Park to reconnect the western and eastern portions of the park;

 

Whereas, An existing 30-foot-long bridge in storage will be refurbished and installed over Traver Creek at Leslie Park;

 

Whereas, Parks staff solicited proposals through the City’s Procurement Unit and on October 1, 2024, seven proposals were received for this work;

 

Whereas, C.A. Hull Co., Inc. received the highest score among the proposals reviewed by the selection committee, with a total of $699,865.01 to complete the work;

 

Whereas, C.A. Hull Co., Inc. is able to meet the project requirements and has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances;

 

Whereas, Funding for this project is available from the approved Park Maintenance and Capital Improvement Millage Fund; and

 

Whereas, The Park Advisory Commission recommended approval of this contract at their November 19, 2024 meeting;

 

RESOLVED, That City Council approve a construction contract with C.A. Hull Co., Inc. in the amount of $699,865.01 for construction of the Leslie Park and Sylvan Park Bridge Replacements Project;

 

RESOLVED, That a contingency amount of $69,986 (10%) be established within the project budget to cover potential contract change orders for the life of the project without regard to fiscal year and that the City Administrator be authorized to approve additional change orders to the construction contract with C.A. Hull Co., Inc. not to exceed the contingency amount in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
