Resolution to Approve a Sole Source General Services Agreement with Howden USA Company To Perform Preventative Maintenance Services on Three Turblex/Siemens Process Air Blowers at the Water Resource Recovery Facility ($53,900.50)

Memorandum

Your approval is requested to authorize a Sole Source General Services Agreement with Howden USA Company(Howden) to perform preventative maintenance services on Three Turblex/Siemens process air blowers at the Water Resource Recovery Facility (WRRF) for the amount of $53,900.50.

 

The WRRF has six Turblex/Siemens process air blowers that provide Oxygen and mixing for the treatment of the wastewater. Oxygen is essential to the removal of Carbonaceous Biochemical Oxygen Demand(CBOD), Ammonia and Phosphorus. The removal of these pollutants are required by the WRRF’s National Pollution Discharge Elimination System (NPDES) permit.

 

The process air blowers were put into service in 2017 and three, based on hours of operation, are due for a level I preventative maintenance and bearing replacement in accordance with the manufacturer’s Operations and Maintenance Manual. The other three will be due for similar service next fiscal year. This task will ensure the blowers continue to operate correctly and reduce the chance of early failure.

 

Howden is the sole supplier of Turblex/Siemens equipment parts, repairs and field service.

 

It is recommended that City Council approve a sole source general services agreement with Howden to provide level I preventative maintenance on three WRRF process air blowers.

 

Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY25 WRRF Operations and Maintenance budget of the sewage disposal system. City Charter language requires sole source goods procurement over $25,000.00 receive City Council approval.

Whereas,  The process air blowers are required to meet the WRRF’s National Pollutant Discharge Elimination System (NPDES) permit;

 

Whereas,  Preventative maintenance and bearing replacement is recommended by the manufacturer’s Operation and Maintenance Manual to maintain proper operation and reduce the chance of early failure;

 

Whereas,  Howden is the sole source provider of Turblex/Siemens equipment parts, repairs and field service;

 

Whereas,  Howden complies with the City’s conflict of interest, non-discrimination and living wage ordinances; and

 

Whereas,  Funds to finance this purchase are included in the approved FY25 WRRF Operations and Maintenance budget for the sewage disposal system;

 

RESOLVED,  That City Council approves the sole source general services agreement with Howden Usa to perform preventative maintenance services on three Turblex/Siemens process air blowers at the WRRF for the amount of $53,900.50; and

 

RESOLVED,  That the City Administrator be authorized to take the necessary administrative actions to implement this resolution
