Resolution to Approve a Five-Year Professional Services Agreement with Hylant Group for Insurance Brokerage Services and Risk Management Consulting ($457,500.00)

Memorandum

The resolution before you is to approve a best source contract with Hylant Group for insurance brokerage services and risk management consulting.

 

Hylant has a history of providing excellent insurance brokerage and risk management consulting services to the City. During the past eight years, Hylant has successfully navigated a challenging insurance market to keep premium increases to a minimum, while maintaining or expanding coverage.

 

The proposed annual fee for the renewed contract includes a one-time 5% increase to the current annual fee. This fee is inclusive of customized workers’ compensation claim analysis that is used by the Safety Manager, Human Resources, and is a required document for the annual audit. The fee will then be locked in for the duration of the contract.

 

For these reasons, it is being requested that Hylant be approved as a best source vendor for these services.

Whereas, The City must secure insurance brokerage service and risk management consulting;

 

Whereas, The City currently has a contract, which expires June 30, 2025, for said services through Hylant Group;

 

Whereas, During the past eight years, Hylant Group has successfully navigated a challenging insurance market to keep premium increases to a minimum, while maintaining or expanding coverage;

 

Whereas, Hylant Group is uniquely qualified based on this experience and their ability to provide customized workers’ compensation reporting used by the Safety Manager, Human Resources, and is a required document for our annual audit; and

 

Whereas, Hylant Group complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a five-year Professional Services Agreement with Hylant Group for Insurance Brokerage Services and Risk Management Consulting at a cost of $91,500.00 per year, for a five-year total of $457,500.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution, including: execution of related additional agreements necessary to effectuate the terms of the Agreement; execution of authorized renewals and amendments not exceeding the approved expenditure amount; and termination of the Agreement as needed.
