Memorandum

Attached for approval is a resolution authorizing a Best Source purchase order with Liquid Calcium Chloride Sales, Inc. for roadway surface treatment materials related to the Public Works operations in FY27.

 

Liquid calcium chloride is used as a dust suppressant on gravel roads and is applied generally three times per year between spring and fall. Additional spot treatments are conducted as needed contingent upon seasonal weather. Liquid calcium chloride is also used during winter maintenance operations as a deicer for roadway surfaces.

 

Gravel roadway maintenance is a variable task based upon seasonal changes and remains challenging to predict as a result. Public Works continues to provide gravel road maintenance when dry roadway conditions permit optimal liquid calcium chloride applications. Winter maintenance pavement surface treatments vary based upon seasonal climate variations in a similar manner.

 

Public Works is requesting a best source purchase order for liquid calcium chloride purchasing. The current volatility of the chloride market requires a new purchase order annually as vendors cannot hold pricing for greater timelines.

 

Liquid Calcium Chloride Sales, Inc. complies with the requirements of the City’s Conflict of Interest, and Non-Discrimination ordinances.

 

Budget/Fiscal Impact: Funding is available in the approved FY27 Major and Local Streets Operations and Maintenance budgets. Costs will be charged as appropriate.

 

Charter language requires best source goods procurement over $25,000.00 receive City Council Approval.

Whereas, Liquid calcium chloride is used as a dust suppressant and deicer for road maintenance operations throughout the year by Public Works;

 

Whereas, Applications vary based upon weather conditions;

 

Whereas, The upgraded roadway maintenance equipment provides the opportunity for additional liquid calcium chloride applications based upon increased carrying capacities;

 

Whereas, Liquid Calcium Chloride Sales, Inc. is the Best Source for liquid calcium chloride;

 

Whereas, Funding is available in the approved FY27 Major and Local Streets Operation and Maintenance budgets; and

 

Whereas, Liquid Calcium Chloride Sales, Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances;

 

RESOLVED, That City Council approve a Best Source purchase order increase with Liquid Calcium Chloride Sales, Inc. totaling $58,905.00 for the purchase of liquid calcium chloride; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
