Resolution to Appropriate and Increase the FY 2027 Office of Sustainability and Innovations Climate Action Millage Expenditure Budget by $874,467.00 (8 Votes Required)
Memorandum
The following resolutions were previously approved by City Council and authorized agreements to be paid from the Climate Action Millage:
R-22-396 Elevate Energy - Energy Efficiency & Electrification Support
R-23-453 Elevate Energy - Residential Rebate Program Administration
R-23-454 Walker-Miller Energy Services LLC - Home Energy Advisor Program Administration
R-25-152 The Regents of U of M - Bryant Decarbonization Evaluation Services
R-25-404 Live Zero Waste - A2Zero Swap Program Support
R-26-190 Elevate Energy - Electric Vehicle Rebate Initiative to Help Abate Rising Fuel Costs
However, these resolutions did not include the language/resolved clauses necessary to carry forward any unused budgets for those agreements for use in subsequent fiscal years causing the unused funds to fall to fund balance, or they did not receive the full 8 votes required. As such, an appropriation of the unspent funding to the FY 2027 expenditure budget is necessary to fund these contracts/projects through completion.
Budget/Fiscal Impact: Funding is available in the Climate Action Milage fund balance.

Whereas, Funding in the amount of $874,467.00 was previously included in the Climate Action Millage Expenditure Budget for various agreements;
Whereas, These agreements were previously approved by City Council in the following resolutions: R-22-396, R-23-453, R-23-454, R-25-152, R-25-404, R-26-190; and
Whereas, Funding is available in the Climate Action Millage fund balance;
RESOLVED, That City Council approve and appropriate $874,467 to the FY 2027 Sustainability and Innovations Climate Action Millage Expenditure Budget from the Climate Action Millage fund balance for the following:
Elevate Energy (R-22-396) - $74,315.00
Elevate Energy (R-23-453) - $39,377.00
Walker-Miller Energy Services LLC (R-23-454) - $164,775.00
The Regents of U of M (R-25-152) - $26,988.00
Live Zero Waste (R-25-404) - $69,012.00
Elevate Energy (R-26-190) - $500,000.00
Total = $874,467.00
RESOLVED, That any remaining funds related to the agreements/projects noted above, carry forward without regard to fiscal year; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
