Resolution to Approve an Increase to the Sole-Source Purchase Order to Carrier and Gable, Inc. for the Purchase of Traffic Signal Materials ($100,000.00)

Staff requests your approval to increase the price of the purchase order issued to Carrier & Gable, Inc. by $100,000.00 for traffic signal materials.
On August 9, 2018, City Council approved resolution R-18-1122, which authorized the purchase of traffic signal materials in the amount of $627,000.00. Staff requests an additional $100,000.00 in purchasing authority to support pedestrian improvement projects, including, but not limited to, Rectangular Rapid Flashing Beacons (RRFBs), pedestrian countdown signals, and other devices to improve pedestrian safety.
Budget/Fiscal Impact: Funding is available in the approved FY 2019 Engineering Operations and Maintenance Budget for the additional materials necessary to support increased pedestrian safety projects.
The purchase order is and was sole source because Carrier & Gable, Inc. is the sole area distributor in Michigan and Indiana for the Eagle Signal Company. All City signalized intersections use equipment manufactured by Eagle in order to communicate with the traffic control system. Incidental advantages of sole source supply include: reduced inventory requirements, streamlined purchasing process; and decreased need to train technicians in the installation and maintenance of multiple types of traffic signal products.
Carrier and Gable, Inc. complies with the City’s non-discrimination ordinance.

Whereas, Carrier and Gable, Inc. is the sole supplier of the Eagle Signal Company traffic components the City uses for its traffic signals;
Whereas, City staff finds it appropriate to increase the price of its purchase order with Carrier and Gable, Inc. to support additional pedestrian safety projects;
Whereas, Carrier and Gable, Inc. complies with the City’s non-discrimination ordinance; and
Whereas, Funding for the increase is available in the approved FY 2019 Engineering Operations and Maintenance Budget;
RESOLVED, City Council approves an increase of the sole source purchase order to Carrier and Gable, Inc. in the amount of $100,000.00 for a total not-to-exceed amount price of $727,000.00; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
