Resolution to Approve a Sole Source Purchase Order to Hach Company for Turbidimeters and Controllers ($79,776.00)

Memorandum

Attached for your review and consideration is a resolution to approve the purchase of laser turbidimeters with controllers from Hach Company (Hach) for $79,776.00. This equipment is required by the State of Michigan to monitor and report the filter effluent turbidity levels at the drinking water treatment plant.

 

The water treatment plant has 26 carbon filters that it uses during the treatment of the City’s drinking water. The effluent water from each of these filters is monitored by one Hach turbidimeter and corresponding controller. These turbidimeters are required for compliance with the Michigan Safe Drinking Water Act. 

 

The existing turbidimeters have reached the end of their service life and are no longer supported by Hach for parts or service. Several of the turbidimeters were recently replaced as part of another project at the water treatment plant and the remaining turbidimeters and controllers must now be replaced to ensure continuous operation and compliance with state regulations.

 

The City requested a quote from Hach, as they are the sole source product vendor. Hach is the manufacturer, as well as distributor of the turbidimeters and controllers currently being used by the water treatment plant. Purchasing from Hach allows the water treatment plant to maintain consistency in its filter monitoring instrumentation.

 

Budget/Fiscal Impact: Funds for this project are available in the approved FY 24 Water Treatment Plant Water Supply System’s Operations and Maintenance Budget.

 

Hach Complies with the City’s Living Wage and Non-Discrimination Ordinances.

Whereas, Monitoring of the filter effluent turbidity is a critical component of the drinking water treatment process and a requirement of the Michigan Safe Drinking Water Act;

 

Whereas, This monitoring is accomplished through use of turbidimeters, instruments to continually measure and record turbidity levels;

 

Whereas, Ten of the existing turbidimeters and controllers have reached the end of their useful life and must be replaced;

 

Whereas, Hach is the sole provider of these turbidimeters and controllers;

 

Whereas, Funding for this purchase is available in the approved FY24 Water Treatment Plant Water Supply System Operations and maintenance Budget; and

 

Whereas, Hach complies with the City’s Living Wage and Non-discrimination Ordinances;

 

RESOLVED, That City Council approve a sole source purchase order to Hach Company in the amount of $79,776.00 for filter turbidimeters and controllers; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
