Memorandum

The attached resolution authorizes the purchase of one new Karcher MCM 600 Street Sweeper for $477,137.00 through the Sourcewell government cooperative purchasing program (#062425-CRB) for use by the Public Services Area, Public Works Unit, Streets Operations.

 

The Public Works Unit currently operates a fleet of five mechanical street sweepers(Elgin Pelican & Broom Badger series and a Schwarze M6).  These sweepers are used to maintain the City’s roads, keeping them clean and preventing storm drains from clogging, mitigating localized flooding, and significantly reducing the amount of pollutants flowing directly into local waterways.

The proposed Karcher MCM 600 street sweeper will replace a 2016 Elgin Pelican Street Sweeper (#4755) with over 9,520 hours of use. The proposed sweeper is powered with a tier 4 diesel engine, the cleanest diesel engine class currently available and also comes with Eco Mode which automatically manages and adjusts the transmission, allowing to reach the maximum speed (24 mph) with endothermic engine at low rpm of approx. 1,700 this allows for up to a 25% fuel consumption reduction. There is currently no full electric sweeper on the market that matches the specs of the Karcher MCM 600.

 

Curbtender Inc. was awarded contract #062425-CRB by the Sourcewell government cooperative purchasing program for specialty sweepers. Environmental Equipment Sales & Service of Columbus, OH, is a dealer of record for Curbtender Inc under this program.

 

Environmental Equipment Sales & Service complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget/Fiscal ImpactAdequate funding for the purchase of this equipment is available in

the FY2027 Fleet Services Fund Operations and Maintenance budget.

 

This new street sweeper will be placed on an 8-year replacement schedule which is

consistent with our other full size street sweepers. Public Works will have an annual

replacement cost of approximately $79,307.00 for this sweeper.

 

Green Fleet Policy The Green Fleet Committee approved the need for the replacement of this sweeper, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the Sourcewell cooperative purchasing program and Curbtender Inc. was awarded contract #062425-CRB for specialty sweepers;

 

Whereas, Environmental Equipment Sales & Service of Columbus, OH, is a dealer of record for Curbtender Inc. under the Sourcewell government cooperative purchasing program;

 

Whereas, Environmental Equipment Sales & Service complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this new street sweeper are available in the approved FY2027 Fleet Services Fund Operations and Maintenance budget;

 

RESOLVED, That City Council approve the issuance of a purchase order to Environmental Equipment Sales & Service for this new Karcher MCM 600 Street Sweeper in the amount of $477,137.00;

 

RESOLVED, That funds for the purchase of this equipment come from the FY2027 Fleet Services Fund Operations and Maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the equipment being replaced (no. 4755) be sold at the next City vehicle auction held after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
