Resolution to Approve a Professional Services Agreement with Transportation Engineering Design, DPC for Multi-Lane Road Reconfiguration Evaluation ($280,000.00; RFP# 25-03)
Memorandum
Attached for your review and consideration is a resolution to approve a Professional Services Agreement (PSA) with Transportation Engineering Design, DPC (DBA Toole Design, LLC) for $279,828.00 to develop a methodology and use it to evaluate City-owned multi-lane roads for potential roadway reconfigurations. The purpose of these evaluations is to analyze and identify opportunities to reprioritize roadway space to advance safety, lower vehicle speeds, improve transit operations, and create connected, comfortable walking and cycling infrastructure.
The services desired include research, data collection, analysis, concept development, cost estimates, public and stakeholder engagement, presentations, and written reports.
Multilane Roads in the evaluation include the following segments:
a. Stadium (Washtenaw split to just west of Seventh)
b. Stadium/Maple (just southeast of Pauline to Dexter)
c. E. Packard (Eisenhower split to US 23)
d. Eisenhower (Ann Arbor-Saline to Packard split)
e. S. Main/Ann Arbor-Saline (Stadium to I-94)
f. S. State (just north of Oakbrook to Ellsworth)
g. Plymouth/Broadway (US-23 to Division)
h. Huron Parkway (Platt split to Nixon)
i. Green (Plymouth to Burbank)
j. Fuller/Glen (Catherine to Glazier Way)
On December 3, 2024, a request for proposal (RFP No. 25-03) was issued for professional road configuration evaluation services. Proposals were received from three (3) consultants on January 15, 2025. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:
• Professional Qualifications (20%)
• Past Involvement with Similar Projects (20%)
• Work Plan (30%)
• Fee Proposal (30%)
Staff ranked the responding firms in the following order:
1. Transportation Engineering Design, DPC (DBA Toole Design, Inc)
2. AECOM Great Lakes, Inc.
3. SmithGroup
The committee selected Transportation Engineering Design, DPC based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations. Transportation Engineering Design, DPC complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance.
Project Schedule
Upon commencement, the project will last approximately one year with data collection and public engagement concentrated when schools and universities are in session.
Budget/Fiscal Impact: Partial funding for this study is available in the approved Fiscal Year 2025 Major Streets Fund Budget and the remainder will be available in the Fiscal Year 2026 Major Streets Fund Budget, if approved by Council.

Whereas, the City of Ann Arbor is committed to eliminating road deaths and serious injuries through a Vision Zero approach as well as transitioning to a carbon neutral transportation system by shifting trips to sustainable transportation modes;
Whereas, Speed is a major factor for determining how likely and how severe a traffic crash will be and how comfortable it is to travel outside of a motor vehicle;
Whereas, the City has a Speed Management Program that applies a variety of design tools to road projects so that vehicle speeds are reduced to fit the surrounding community context.
Whereas, the 2021 Moving Together Towards Vision Zero Transportation Plan calls for evaluating opportunities for lane reconfigurations as a means of making roads safer and repurposing the space for other uses, such as bicycle infrastructure, dedicated transit facilities, or public space;
Whereas, Council Resolution R-23-415 directed the City Administrator to develop a plan to evaluate all multi-lane roads under the City’s jurisdiction while partnering with public transit providers to consider space needed for future transit service;
Whereas, it is necessary to retain the services of a professional firm to perform various tasks associated with the evaluation, including data collection, evaluation methodology, analysis, public engagement, stakeholder engagement and conceptual design;
Whereas, in response to RFP No. 25-03, the City received three (3) proposals and selected Transportation Engineering Design, DPC (DBA Toole Design, Inc) based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations;
Whereas, Transportation Engineering Design, DPC complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinance; and
Whereas, Funding for the multi-lane road reconfiguration evaluations is available in the appropriate Public Services Area Capital Budgets;
RESOLVED, That the City Council approve a Professional Services Agreement with Transportation Engineering Design, DPC in the amount of $280,000.00 for Multi-Lane Road Reconfiguration Evaluation (RFP 25-03);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
