Resolution Establishing and Appointing The South Central Historic District Study Committee
Body
Whereas, The City is interested in protecting and preserving historic properties in the City;
Whereas, The South Central Area study area includes properties that are architecturally, historically, and culturally significant to the City, including the most intact 19th century streetscape in the City, with at least three structures dating back to Ann Arbor's early settlement period of the 1830s, and an important range of nineteenth and early twentieth century house styles and forms, including Greek revival, early and late Queen Anne, Italianate, Italian Renaissance, and the I-house and vernacular forms;
Whereas, There is public interest in the future development of this area;
Whereas, According to Michigan law and Chapter 103, Section 8:408 of Ann Arbor City Code, the City must receive a final report from a historic district study committee with its recommendations before considering the establishment of a historic district;
Whereas, City Council has determined that pending work will cause irreparable harm to resources in the proposed South Central historic district;
Whereas, A previous historic district study committee recommended the creation of a historic district for the northern part of this area, and additional study of the southern part; and
Whereas, At the public hearing for the previous historic district study, there was substantial support expressed by property owners in the area for a district from the East William Historic District to East Madison Street.
RESOLVED, That the Ann Arbor City Council hereby establish the South Central historic district study committee;
RESOLVED, That the study area to be examined by this committee be the area encompassing properties that abut the east and west sides of South Fourth Avenue and South Fifth Avenue, bounded by the East William Historic District on the north, and the north side of East Madison Street on the south, and also including 120, 126, 200, 214, 216, 220, 226, 228, 209, 215, 219, 305, 309, 308, and 314 Packard Street, 300 E. Jefferson Street, and 308, 309, and 311 East Madison Street, with the committee recommending a final boundary to City Council based on their study of the properties within and surrounding this area;
RESOLVED, That this study committee consists of the following four members Ellen Ramsburgh, Tom Luczak, ,Eppie Potts and Susan Wineberg, consistent with Chapter 103, Section 8:408 of Ann Arbor City Code, who are hereby appointed by the City Council;
RESOLVED, That the charge of the study committee be those duties set forth in Chapter 103, Sections 8:408 and 8:410 of Ann Arbor City Code;
RESOLVED, That staff shall immediately distribute copies of the prior report of the proposed Germantown historic district study committee to members of the proposed South Central historic district study committee; the study committee members shall immediately begin their review of materials regarding the proposed historic district; and the committee shall immediately meet regarding their duties and such meeting may be considered an emergency session; and
RESOLVED, That the term of this study committee be twelve months, and the study committee shall report its findings and recommendations to the City Council no later than October 2012.
