Attached for your review and action is a resolution to accept and appropriate $200,000.00 from Washtenaw County from the Washtenaw County Older Persons Millage.
In November 2024, Washtenaw County voters approved Proposal 3, which establishes an older persons services millage that increases the property tax rate by 0.50 mill from 2024 to 2031. The millage is estimated to raise more than $11 million in 2025. The funding raised by the millage will be allocated to activities and services for persons age 60 and older in Washtenaw County. The Ann Arbor Senior Center is a qualifying center that provides activities and services for people age 60 and older in Washtenaw County.
Initially, ten senior centers in Washtenaw County were selected to receive $200,000.00 to support operations, programming and improvements. The Ann Arbor Senior Center was included in the initial 10 senior centers.
Budget/Fiscal Impact: It is recommended that the $200,000.00 be appropriated to the Parks and Recreation FY 2026 General Fund expenditure budget to allow the broadest use of the funds for the purposes permitted.

Whereas, Washtenaw County voters approved Proposal 3, which establishes an older persons services millage;
Whereas, The funding raised by the millage will be allocated to activities and services for persons age 60 and older in Washtenaw County;
Whereas, The Ann Arbor Senior Center is a qualifying center that provides activities and services for persons age 60 and older in Washtenaw County;
Whereas, Ten senior centers in Washtenaw County were selected to receive $200,000.00 to support operations, programming and improvements;
Whereas, The Ann Arbor Senior Center was included in the initial 10 senior centers;
Whereas, This funding would significantly support the Ann Arbor Senior Center operations;
Whereas, Appropriating these funds to the Parks and Recreation FY 2026 General Fund expenditure budget allows for the broadest use of the funds to benefit Senior Center operations and the community; and
Whereas, The Park Advisory Commission unanimously recommended accepting these funds at their August 19th, 2025 meeting;
RESOLVED, That City Council accepts $200,000.00 in grant funds from Washtenaw County from Washtenaw County Older Persons millage funds;
RESOLVED, That City Council appropriates $200,000.00 to the FY 2026 Parks and Recreation General Fund budget with the source of funding being the Washtenaw County Older Persons millage grant funds;
RESOLVED, That all amounts herein are without regard to fiscal year;
RESOLVED, That City Council approves a service contract between Washtenaw County and the City of Ann Arbor in the amount of $200,000.00;
RESOLVED, That the Mayor and City Clerk are authorized to sign the service contract after approval by the City Administrator and City Attorney; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the service contract, including exercising all determinations and authority delegated to the City under the service contract.
