Resolution to Approve a Professional Services Agreement with Community Action Network for Community Engagement, Outreach, and General Support to Fully Decarbonize the Bryant Neighborhood ($300,000.00)

Attached for your review and approval is a resolution approving a Professional Services Agreement with Community Action Network related to support services as part of the Bryant Neighborhood Decarbonization Project.
In July 2023, City Council approved a Professional Services Agreement (“PSA”) with Community Action Network (“CAN”) (R-23-242) to support community engagement and outreach activities happening in the Bryant Neighborhood as part of the Bryant Neighborhood Decarbonization Project. That PSA was for three years at an amount not to exceed $75,000.00 per year.
Since that time, work in the Bryant Neighborhood has picked up immensely. We have secured millions worth of grant funding and have been administrating home assessments and improvements in dozens of homes. And, with the Office of Sustainability and Innovations recently securing an additional $3.1 million in grant funding from the Michigan Public Service Commission (“MPSC”) to facilitate more improvements in the Bryant Neighborhood, the work will only continue to increase.
Given that CAN is a critical collaborator in the Bryant Neighborhood Decarbonization Project and that work in the Bryant Neighborhood continues to grow as more grant funding is secured and more residents express interest in participating in the project, the Office of Sustainability and Innovations would like to expand CAN’s scope of services, increase the annual amount of compensation, and extend the term of CAN’s contract. Staff recommend the best way to do this is to terminate CAN’s existing PSA and replace it with the new PSA that is up for City Council’s consideration.
Thus, staff is requesting City Council’s approval of a new Professional Services Agreement with CAN that expands the scope of services, increases the compensation amount, and extends the term to June 30, 2028. Included in this new Professional Services Agreement is a provision to terminate the existing PSA and replace it with the new one by mutual agreement of the parties.
Budget/Fiscal Impact: Funding to support this work with CAN will come from the Community Climate Action Millage.

Whereas, In 2022 Ann Arbor residents voted to pass the Community Climate Action Millage;
Whereas, A portion of Community Climate Action Millage funds were intended to support neighborhood decarbonization efforts;
Whereas, For over four years the Office of Sustainability and Innovations has been working with Community Action Network toward the goal of making the Bryant Neighborhood America’s first carbon neutral existing neighborhood;
Whereas, Interest in and momentum for the work in the Bryant Neighborhood has grown, necessitating more time and attention than was originally anticipated;
Whereas, Community Action Network has been an incredible collaborator in helping the Office of Sustainability and Innovations advance A2ZERO in a just and equitable way;
Whereas, Additional capacity and support from Community Action Network will help the work in the Bryant Neighborhood grow and scale, especially in light of the recently awarded $3.1 million from the Michigan Public Service Commission; and
Whereas, Staff recommend replacing the existing Professional Services Agreement with Community Action network with a new Professional Services Agreement with Community Action Network for the purpose of expanding the scope of services, increasing the compensation amount, and extending the term;
RESOLVED, That City Council approve a Professional Services Agreement with Community Action Network in a not to exceed amount of $300,000.00 for community engagement, outreach, and general support to fully decarbonize the Bryant Neighborhood with a term ending on June 30, 2028;
RESOLVED, That the Professional Services Agreement approved pursuant to R-23-242 is terminated as of the Effective Date of the new Professional Services Agreement as explicitly stated therein;
RESOLVED, That City Council authorize two optional one-year extensions of the Professional Services Agreement upon approval by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
