Resolution to Approve a General Services Agreement with Murray Painting Co. for the Water Treatment Plant As-needed Coating Services (RFP #25-56) ($600,000.00)
Memorandum
This memorandum and resolution requests approval of a General Services Agreement for as-needed mechanical services with Murray Painting Co. for up to $600,000.00 for fiscal years 2026 through 2029 (FY26-FY29) with the option of one (1) two (2)-year extension for an additional $300,000.00.
In October 2025, the City issued a request for proposals to award a contract for as-needed coating services for a total not to exceed value of $600,000.00.
The Water Treatment Services Unit is responsible for all facilities related to the City’s drinking water system as well as the City’s four dams. These facilities consist of multiple buildings, additions, and treatment processes with pipe and coating systems of varying age and condition. There are several areas within these facilities where the paint or coating system has reached the end of its service life and requires re-painting, re-coating, and/or associated repairs. Some of these sections of pipe exhibit signs of advanced deterioration and metal loss. Additionally, the Michigan Department of Environment Great Lakes and the Energy (EGLE) recently completed a Sanitary Survey of the Water System and identified certain pipes that must be repaired in the near term.
The scope of services for this contract will consist of individual tasks to be determined and assigned during the contract period. The type of work may include, but is not limited to, painting, pipe coating including surface preparation, repairs as necessary, carbon fiber pipe wrap, as well as lead abatement efforts as necessary as determined by the City. Tasks may also include targeted repairs such as patching, spot welding, and dry wall repairs.
The City received one (1) proposal. A selection committee comprised of Water Treatment Services Unit staff reviewed the proposal and determined the proposal from Murray Painting Co. provided the best value based on the criteria provided in RFP 25-56. It is therefore recommended that City Council approve the General Services Agreement with Murray Painting Co. for as-needed coating services for FY26, FY27, FY28, and FY29 with the option to renew for FY30 and FY31.
This contract will be task-based and fees as identified in the proposal. The contractor will be required to submit letters of proposal on identified tasks for the City’s consideration. Upon approval, the contractor will be authorized to complete the task under the terms and fee schedule included in the General Services Agreement.
Murray Painting Co. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: These services are to be funded from the approved FY26 Water Supply System, Park Maintenance and Capital Improvements, and General Fund operating and capital budgets, for which services are rendered. Services for future fiscal years will be funded from the operating budgets for these fiscal years if so approved by Council.

Whereas, The services included in RFP 25-56 are necessary to help maintain the piping and equipment that is critical to the operation of the Water System and dams;
Whereas, One proposal was received from Murray Painting Co. and determined to be qualified to perform the specified work, and its proposal represents the best value to the City;
Whereas, As-needed coating services are budgeted for in the appropriate operating and capital budgets in FY26 and will be in future fiscal years if so approved by Council; and
Whereas, Murray Painting Co. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;
RESOLVED, That City Council approve a General Services Agreement with Murray Painting Co. in the amount not-to-exceed $600,000.00 through FY29 for As-needed Coating Services (RFP #25-56);
RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended: that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution, including authorizing of one (1) two (2) year extension for up to $300,000.00; and
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney.
