Memorandum

Attached for your review and action is Change Order #1 to the Construction Agreement with C.A. Hull Co., Inc. for additional work on the Leslie Park and Sylvan Park Bridge Replacements Project.

 

At Leslie Park, additional pathway replacement was required due to the deteriorated condition of the existing pathway east of the proposed bridge.  Also, additional riprap stabilization was placed beyond the identified contract quantity to properly stabilize the streambank adjacent to the bridge. 

 

At Sylvan Park, the location of the proposed bridge was shifted during construction to avoid conflict with an existing sanitary sewer.  This conflict resulted in additional costs to complete the bridge installation including added clearing, stabilization, and dewatering.

 

The Construction Contract for the Leslie Park and Sylvan Park Bridge Replacements was approved by City Council on December 16, 2024, in the amount of $699,865.01.

 

Changer Order #1 for the additional scope of work for the Leslie Park and Sylvan Park Bridge Replacements is $151,527.47 and, if approved, would result in a total contract amount of $851,392.48.

 

The Park Advisory Commission recommended approval of this Change Order at their May 19, 2026 meeting.

 

Budget/Fiscal Impact

New Contract Amount:                     $851,392.48

 

Change Order #1 exceeds the approved contingency amount of $69,986.00 for the project. Funding for this change order is available in the FY26 Park Maintenance and Capital Improvement Millage.

Whereas, Pursuant to R-24-441 the City entered into a Construction Agreement with C.A. Hull Co., Inc., in the amount of $699,865.01 for the Leslie Park and Sylvan Park Bridge Replacements;

 

Whereas, The work in Change Order #1 in the amount of $151,527.47 is required to complete the installation of new bridges at Leslie Park and Sylvan Park;

 

Whereas, The existing contingency amounts are insufficient to cover the additional work in Change Order #1; and

 

Whereas, Funding for the work in Change Order #1 is available in the FY26 Park Maintenance and Capital Improvements Millage Fund; and

 

Whereas, The Park Advisory Commission recommended approval of this Change Order at their May 19, 2026 meeting;

 

RESOLVED, That City Council approves Change Order #1 to the Construction Contract with C.A. Hull Co., Inc. in a total amount of $151,527.47 for the Leslie Park and Sylvan Park Bridge Replacements Project (RFP 24-51);

 

RESOLVED, That all amounts herein are without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said change orders after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
