Resolution to Approve Springhill Suites Development Agreement, 2295 South State Street
Memorandum
This resolution approves a development agreement between the City and SHS State Street Hospitality, LLC, the developer of a site planned project to develop a Springhill Suites hotel at 2295 South State Street, a 2-acre site zoned O (Office).
The approved site plan allows for construction of a 5-story, 118-room hotel. A shared driveway will be constructed on the north side of the site. Parking for 122 vehicles will be provided underneath the building and at the rear of the site.
The development agreement specifies requirements associated with the approved Springhill Suites Site Plan, including granting on- and off-site public water and sanitary sewer mains, and solid waste service easements; reciprocal easements for shared driveway and access; a payment for alternative woodland and landmark tree mitigation; and a contribution in lieu of pedestrian improvements.
The City Planning Commission, at its meeting of July 21, 2026, approved the associated Site Plan.

Whereas, The Springhill Suites Site Plan was approved by City Planning Commission on July 21, 2026 in order to develop a hotel; and
Whereas, A development agreement has been prepared to address granting on- and off-site public water and sanitary sewer mains, and solid waste service easements; reciprocal easements for shared driveway and access; a payment for alternative woodland and landmark tree mitigation; and a contribution in lieu of pedestrian improvements;
RESOLVED, That City Council approves the development agreement, substantially in the form of that attached;
RESOLVED, That the Mayor and City Clerk are authorized and directed to sign the Springhill Suites 2295 South State Street development agreement after approval by the City Administrator and City Attorney; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the development agreement, including execution of all related agreements contemplated under the development agreement after approval by the City Attorney, and the exercise of all determinations and authority delegated to the City under the development agreement and all related agreements.
