Attached for your review and action is a resolution to approve Change Order No. 1 to the contract with Huron Valley Electric, Inc. for Fire Station 3 Emergency Generator, RFP #24-43 ($82,275.00)
In October 2024, Huron Valley Electric, Inc. was selected as the lowest responsible bidder with a cost of $65,000.00 based on specifications outlined in RFP #24-43. The project was to install an emergency generator at Fire Station 3. Fire Station 3 has never had an emergency generator and loses power more than any other fire station. This is due to the aging overhead infrastructure in the neighborhood that feeds it. The Office of Sustainability and Innovation was involved in significant research to determine the feasibility of battery or other alternative emergency power sources. None of these alternative power sources were determined to be cost feasible.
When the project manager from Huron Valley Electric got into the work, it was discovered the power feeding into Station 3 is a very old, unique voltage called 120V/240V delta service. This voltage will not work with the new generator and does not meet the current electrical code. Huron Valley Electric has quoted an additional $17,275.00 to work with DTE to install a new transformer and resolve this voltage issue.
As this Change Order No. 1 will place the total contract over the $75,000.00 threshold that requires City Council’s approval, staff are seeking City Council’s authorization to increase the contract amount for the Fire Station 3 Emergency Generator project from $65,000.00 to $82,275.00.
Budget/Fiscal Impact: This project was an approved supplemental funding request for FY25, and this new amount is still within the budgeted funding amount. We are recommending a 5% project contingency of $4,113.75 to cover potential unanticipated items to be approved by the City Administrator if necessary.

Whereas, Additional project work outside of the original scope of services was identified to address the power feeding into Station 3 for the new generator to work;
Whereas, This additional work exceeded the $75,000.00 Council approval limit;
Whereas, Change Order No. 1 with Huron Valley Electric, Inc. is recommended to be approved to complete this project; and
Whereas, The new total contract amount is still within the budgeted funding;
RESOLVED, That City Council approve Change Order No. 1 to the Contract with Huron Valley Electric, Inc. to include the additional work required to install a new transformer and resolve this voltage issue, increasing the project by $17,275.00 and bringing the total amount of the contract to $82,275.00;
RESOLVED, That a contingency amount of $4,113.75 be established to fund any additional necessary services and that the City Administrator be authorized to approve change orders that do not exceed the contingency amount;
RESOLVED, That all amounts approved herein are without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute this Change Order after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
