Resolution to Approve a General Services Agreement with Ballard Marine, LLC d/b/a Ballard Marine Construction, LLC for Dive Inspection Services (RFP #25-28) ($175,000.00)

Memorandum

This memorandum and resolution requests approval of a General Services Agreement for dive inspection services with Ballard Marine, LLC d/b/a Ballard Marine Construction, LLC (Ballard Marine) for up to $175,000.00 for fiscal years 2026 through 2028 (FY26-FY28) with the option of one (1) two (2)-year extension.

 

In May 2025, the City issued a request for proposals (RFP) to award a contract for dive inspection services for a total not to exceed $175,000.00.  The scope of services involves dive inspections and maintenance at the City’s dams and drinking water intakes. The services include, but are not limited to, inspection of hydroelectric draft tube intakes, bar screens, drinking water intake cribs, cleaning of 24” and 36” diameter intakes, cleaning and power washing the hydroelectric plan intakes, cleaning the still wells, cleaning the polymer diffusers for the 24” and 36” diameter drinking water intakes, performing underwater location services using sub-bottom profiler, ROVs, or other method, and other dive services as determined by the City.

 

The City received one (1) proposal, from Ballard Marine. A selection committee comprised of Water Treatment Services Unit staff reviewed the proposal and determined the proposal from Ballard Marine provided the best value based on the criteria set forth in the RFP. It is therefore recommended that City Council approve the General Services Agreement with Ballard Marine to provide Dive Inspection Services for FY26, FY27 and FY28 with the option to renew for FY29 and FY30.

 

Ballard Marine complies with the requirements of the City’s Non-Discrimination and Living Wage ordinance.

 

Budget/Fiscal Impact: These services are to be funded from the approved FY26 Water Supply System, Park Maintenance and Capital Improvements, and General Fund operating and capital budgets, for which services are rendered. Services for future fiscal years will be funded from the operating and capital budgets for these fiscal years if so approved by Council.

Whereas, The City issued a Request for Proposal for Dive Inspection Services, RFP 25-28, for the Water Treatment Services Unit;

 

Whereas, The services included in RFP 25-28 are necessary to maintain the function and operation of critical Water Treatment Services Unit dams and drinking water intake infrastructure;

 

Whereas, One proposal was received from Ballard Marine and determined to be qualified, and its proposal represents the best value to the City;

 

Whereas, Dive inspection services are budgeted for in the appropriate operating and capital budgets in FY26 and will be in future fiscal years if so approved by Council; and

 

Whereas, Ballard Marine complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a General Services Agreement with Ballard Marine, LLC d/b/a Ballard Marine Construction, LLC in the amount not-to-exceed $175,000.00 through FY28 for Dive Inspection Services (RFP #25-28);

 

RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the contract with proceeds of Bonds;

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution, including authorizing of one (1) two (2)-year renewal for up to $100,000.00; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney.
