Resolution to Approve a Five-Year Agreement with West Shore Services, Inc. for Repairs, Upgrades, and Maintenance to the Outdoor Emergency Siren System ($32,750.00)

Attached for your approval is a resolution authorizing an agreement with West Shore Services, Inc. for $32,750.00 in FY21 for repairs, upgrades, and maintenance to the outdoor emergency siren system, and $9,350.00/year for simply maintenance for the four years thereafter.
The total cost of $32,750.00 in FY21 includes $23,400.00 for identified one-time repairs and $9,350.00 for annual maintenance and battery replacement.
This project is part of a multi-year plan to repair, upgrade, and maintain the twenty-two tornado sirens. This project maintains the current number and location of the sirens.
West Shore Services, Inc. is the only vendor in the State of Michigan who is authorized by the manufacturer to work on this system. Thus, a sole source purchase is requested. West Shore Services, Inc. is compliant with the City’s Non-Discrimination/Living Wage ordinance.
Budget/Fiscal Impact: Funds for this project were approved as part of the FY21 Fire Services budget. Staff intends to budget sufficient funds for future years of this Agreement.

Whereas, The attached five-year contract with West Shore Services, Inc. (“West Shore”) provides for repairs, upgrades, and maintenance to the outdoor emergency siren system at a cost of $32,750.00 in FY21, and $9,350.00/year for simply maintenance and battery replacement for the four years thereafter;
Whereas, West Shore is the sole Michigan provider authorized by the manufacturer to perform maintenance, repairs, upgrades to the siren equipment;
Whereas, The City Administrator hereby recommends that this contract be approved without competitive bidding as West Shore is the sole source provider;
Whereas, Funds for this project were approved as part of the FY21 Fire Services budget and staff intends to budget sufficient funds for future years; and
Whereas, West Shore complies with the requirements of the City’s Living Wage and Non-Discrimination Ordinances;
RESOLVED, That City Council approve the attached agreement with West Shore Services, Inc. for the repairs, upgrades, and maintenance of the outdoor emergency sirens in the amount of $32,750.00 for FY21 and $9,350.00/year for simply maintenance and battery repair the four years thereafter;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any authorized renewals and any changes or amendments that do not exceed the amounts authorized herein or where sufficient funds are available in the Fire Services budget.
