Memorandum

Attached for your consideration is a resolution to approve a Professional Services Agreement with Baker and Associates to conduct Electric Vehicle Charging Station (EVCS) design and construction management services as part of the City’s successful Charging and Fueling Infrastructure grant. In particular, Baker and Associates would conduct required Phase 1: Pre Construction Services (e.g., site feasibility evaluations, design work, utility coordination, electrical capacity assessments, cost analysis, and other technical requirements), across a pool of 30-45 candidate sites that the City has identified. Working with Baker and Associates, the project team will continually eliminate and refine sites based on viability variables, eventually landing on a final group of 10-20 sites for formal EVCS installation.

 

Once the final sites have been determined, Baker and Associates will begin Phase II: Final Designs and Construction Management Support services, helping to complete EVCS engineering designs, including completing all final engineering drawings, permitting, construction management support, and completing any other technical documents needed for construction. Baker and Associates will NOT construct the systems as the City intends to issue a separate solicitation for construction services.

 

These services (Phase I and Phase II) are for the Charging and Fueling Infrastructure (CFI) award that the Office of Sustainability and Innovations (OSI) received in 2025. These tasks must be completed before the City can unlock additional funding to actually install the EVCS.

 

The identification of Baker and Associates came after the City issued and ran a competitive process through RFP 26-15. This RFP was released in February, with bids due March 19, 2026. In total, 8 bids were received. The review committee reviewed all bids and recommended three for bid opening. After that, two firms were selected for interviews. Upon completion of the interviews, the review committee unanimously selected Baker and Associates as the winning firm.

 

Baker and Associates is compliant with the City’s living wage, nondiscrimination, and conflict of interest policies. They are also ready to begin working immediately upon contract execution. 

 

Budget/Fiscal Impact: Funding to support this work is partially available through the Charging and Fueling Infrastructure grant and partially through the Office of Sustainability and Innovations FY26 budget. Specifically, $135,876.22 will come from the CFI grant ($101,248.94 for phase one activities and $34,627.28 for phase two activities) and the remaining $193,929.62 will serve as the City’s match funding, which is available in the fund balance of the Climate Action Millage.

Whereas, The City’s A2ZERO Plan calls for a significant expansion of publicly accessible electric vehicle charging;

 

Whereas, The City’s Office of Sustainability and Innovations has created an electric vehicle charging strategy, inclusive of a map indicating areas of high priority for electric vehicle charger deployment; 

 

Whereas, The City’s Office of Sustainability and Innovations submitted a grant application to the Federal Highway Administration’s Charging and Fueling Infrastructure Discretionary grant program to support the installation of 36 L2 charge ports and 12 Direct Current Fast Charge ports across the City;

 

Whereas, The Federal Highway Administration selected the City’s grant application for award and has approved a total assistance amount of $2,790,512.03 in federal support, plus $697,628.01 in matching support from the City to accomplish the tasks in the City’s application;

 

Whereas, To help move work under this grant forward, the City issued a Request for Proposals to hire a firm to aid with Electric Vehicle Charging Station Design and Construction Management Support Services (RFP 26-15);

 

Whereas, Baker and Associates was selected by a review committee as the winning vendor for this work;

 

Whereas, Baker and Associates is compliant with the City’s living wage, non-discrimination, and conflict of interest policies; and

 

Whereas, The Office of Sustainability and Innovations has funding available in the Fiscal Year 2026 budget to cover its required match under the CFI grant;

 

RESOLVED, That City Council approve a Professional Services Agreement with Baker and Associates in a not to exceed amount of $329,805.84 to provide electric vehicle changing station design and construction management support services necessary to advance work related to the Charging and Fueling Infrastructure Award and the Congressionally Directed Spending Award, both secured by the Office of Sustainability and Innovations;

 

RESOLVED, That City Council authorize a ten percent (10%) contingency of $32,981 for this project; subject to City Administrator approval; 

 

RESOLVED, That City Council appropriate $193,930 from the fund balance of the Climate Action Millage Fund to the FY 2026 Sustainability & Innovation Climate Action Millage Fund expenditure budget;

 

RESOLVED, That all amounts herein are without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Professional Services Agreement after approval by the City Administrator and the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
