Resolution to Approve a General Services Agreement and to Ratify an Emergency Best Source Purchase Order with Schindler Elevator Corporation for the Water Plant Freight Elevator Jack Replacement ($446,104.00)
Memorandum
The Water Treatment plant has a high capacity hydraulically operated freight elevator which is used to transport large pieces of equipment, material, and personnel to floors 2-4 of the treatment plant. Access to these areas is critical to routine plant operation and maintenance and for chemical addition and storage and staff cannot safely transport equipment or materials to these upper floors without the elevator.
Recently the elevator failed and during the inspection by Schindler Elevator it was found that the hydraulic jack that goes approximately 60 feet into the ground and lifts the elevator has failed. A new jack that meets current regulations must be installed which will require drilling a new hole to accommodate the size of the new casing and jack assembly.
This elevator is extremely important in day-to-day operations. An emergency purchase order ($446,104.00) was necessary so that the parts could be ordered as there is a 3-month lead time and repair of the elevator needs to occur as quickly as possible to ensure all areas of the facility are safely accessible.
Schindler Elevator Corporation has been servicing the water plant elevators for years. They diagnosed the problem and provided the detailed scope and quote for the repair and are the best source for this work.
Staff recommends that City Council approve a General Service Agreement and to Ratify the Emergency Best Source Purchase Order with Schindler Elevator Corporation to provide service for the Elevator Jack Replacement.
Budget/Fiscal Impact: Funding for this project is available in the Water System Supply Fund Capital Budget.

Whereas, The water plant freight elevator is extremely important to the plant’s operations;
Whereas, This important piece of equipment experienced an elevator jack failure;
Whereas, Replacement of the failed jack will allow the water treatment plant to stay on track with ongoing projects and safely access all floors of the facility; and
Whereas, Schindler is uniquely qualified to provide this service due to their years of servicing the water treatment plant elevators;
RESOLVED, That City Council approve a General Services Agreement and ratifies the emergency purchase order issued by the City Administrator with Schindler Elevator Corporation in the amount of $446,104.00 for the Water Plant Freight Elevator Jack Replacement;
RESOLVED, That a contract contingency amount of $10,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders not to exceed that amount in order to satisfactorily complete the project;
RESOLVED, That the Mayor and City Clerk are authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
Resolved, That the City Administrator is authorized to take all appropriate actions to implement this resolution, including signing all necessary documents and sub-agreements.
