Memorandum

Attached for your consideration is a request from the Guild of Artists & Artisans and the State Street District to close their footprints for the Art Fair one day early to hold the Paint the Town - A Community Kick-Off to the Ann Arbor Art Fair.  This event was approved in 2023 as the Make Your Mark Event at R-23-238. This event serves as a “mini-Art Fair” celebrating the community’s inner artist.  This street closure mirrors the Art Fair footprint. While the event is only for one day, the closures will roll into the normal Art Fair closures the following day.  It will also follow the Dart for Art run that takes place earlier in the day.

 

The following streets will be closed for this event:

 

                     Main from William to Huron

                     Washington from Ashley to Main

                     Liberty from Ashley to State (intersections open at 4th and 5th Avenues and at Division)

                     Maynard barricaded from Liberty to just before the parking structure

                     State from William to Washington

 

The sponsor already has its approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas, pursuant to the MLCC regulations;

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets.

 

Notification of the street closing will be provided through the Guild of Artists & Artisans, the State Street District, and through the Main Street Area Association’s communications and website, and through the City’s GovDelivery.

 

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Guild of Artists & Artisans and the State Street District have requested an early closure of their Art Fair footprint on Tuesday, July 16, 2024 at 6:00 AM for the Paint the Town Event;

 

Whereas the following streets will be closed for this event:

 

                     Main from William to Huron

                     Washington from Ashley to Main

                     Liberty from Ashley to State (intersections open at 4th and 5th Avenues and at Division)

                     Maynard barricaded from Liberty to just before the parking structure

                     State from William to Washington

 

Whereas, The street closures will be signed and barricaded and properly supervised by the sponsor;

 

Whereas, The sponsor has obtained approval from the Michigan Liquor Control Commission for a special outdoor liquor license;

 

Whereas, Notification of the street closing will be provided through the City’s website and through the Guild of Artists & Artisans, the State Street District and the Main Street Area Association’s communications and website, and through the City’s GovDelivery; and

 

Whereas, The sponsor will obtain all necessary permits and comply with all procedures, rules and regulations required by the City to stage such an event;

 

RESOLVED, that the City will close the following streets for the Paint the Town Event:

 

                     Main from William to Huron

                     Washington from Ashley to Main

                     Liberty from Ashley to State (intersections open at 4th and 5th Avenues and at Division)

                     Maynard barricaded from Liberty to just before the parking structure

                     State from William to Washington

 

RESOLVED, That City Council approve the early closure of the Guild of Artists & Artisans and the State Street Districts footprints from 6:00 A.M. on Tuesday, July 16, 2024 through 7:00 A.M. on Wednesday, July 17, 2024 when the streets normally close for Art Fair.
