Resolution to Authorize the Purchase of an Elgin Street Sweeper from MacQueen Equipment, LLC (MIDeal - $333,900.00)

Memorandum

The attached resolution authorizes the purchase of one new Elgin Pelican Street Sweeper for $333,900.00 through the State of Michigan MIDeal cooperative purchasing program (contract #240000000166) for use by the Public Services Area, Public Works Unit, Street Operations.

 

The Public Works Unit currently operates a fleet of five mechanical street sweepers (Pelican/Broom Badger series and a Schwarze M6).  These sweepers are used to maintain the City’s roads, keeping them clean and helping to keep the City’s storm drains from clogging up.

The proposed Pelican Street Sweeper will replace a 2015 Elgin Pelican Street Sweeper (# 4741) with over 8,000 hours of use. The proposed sweeper is powered with a tier 4 diesel engine, the cleanest diesel engine class currently available.

 

Elgin is still working on developing a PHEV Elgin Pelican Hybrid but it’s not currently available. 

 

MacQueen Equipment, LLC was awarded contract #240000000166 through the State of Michigan MIDeal cooperative purchasing program for Sweeper Equipment.

 

MacQueen Equipment, LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances.

 

Budget/Fiscal ImpactAdequate funding for the purchase of this equipment is available in the FY2026 Fleet Services Fund Operations and Maintenance budget.

 

This new street sweeper will be placed on an 8-year replacement schedule which is consistent with our other full size street sweepers. Public Works will have an annual replacement cost of approximately $55,499.00 for this unit.

 

Green Fleet Policy:  The Green Fleet Committee approved the need for the replacement of this sweeper, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement street sweeper for the City’s fleet;

 

Whereas, Competitive bids were received by the State of Michigan MIDeal cooperative purchasing program and MacQueen Equipment, LLC, of Lake Orion Michigan, was awarded contract #240000000166 for Sweeper Equipment;

 

Whereas, MacQueen Equipment, LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funds for the purchase of this new street sweeper are available in the approved FY2026 Fleet Services Fund Operations and Maintenance budget;

 

RESOLVED, That City Council approves the issuance of a purchase order to MacQueen Equipment, LLC for this new Elgin Pelican Street Sweeper in the amount of $333,900.00;

 

RESOLVED, That funds for the purchase of this equipment come from the FY2026 Fleet Services Fund Operations and Maintenance budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the equipment being replaced (# 4741) be sold at the next City vehicle auction held after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
