Resolution to Approve a Contract with Future Fence for Fencing Installation at Parking Structures

 

Memorandum
Background: Since 2017 the DDA has been working to install fencing in the six above ground parking structures.  Currently there is fencing at all levels above level two, including the rooftops. The DDA has fully integrated deterrence and fall prevention measures into all our design, planning, maintenance, and restoration work. These components are critical and are prioritized as are other life safety elements. In total these efforts have significantly raised deterrence levels and safety across the system.

 

Overview & Scope: The existing rooftop fencing, galvanized chain-link, was installed in 2017.  Since that time our practices around structure fencing have evolved.  DDA engineers have developed criteria for both lower-level and roof-top fencing that address durability, structural considerations, and aesthetics.  Replacement of the roof-top fencing has been identified and budgeted for in the parking CIP fund.  The fencing will consist of 9-guage galvanized steel chain link in 1 ¼ inch diamond mesh, vinyl coated. The top and bottom rails, posts, and anchor plates will be galvanized and powder coated.  Where feasible the fencing will include an inward arching element at the top.

 

A Request for Proposal for rooftop fencing was released in June and one response was received. Staff reviewed and scored the proposal and recommend approving a contract with Future Fence for $1,126,555.00 and establishing a project budget that includes a 10% contingency.

Whereas, The DDA has managed the public parking system since 1992 in support of its mission;

 

Whereas, Since 2017 the DDA has working to install fencing in the six above ground parking structures and eighty percent of levels above ground have fencing;

 

Whereas, The DDA has fully integrated suicide deterrence and fall prevention measures into all our design, planning, maintenance, and restoration work;

 

Whereas, The rooftop fencing installed in 2017 has been identified by DDA engineers as needing to be replaced and this work has been included in CIP planning;

 

Whereas, A Request for Proposal for this work was distributed to qualified companies and posted publicly, and one company submitted a proposal;

 

Whereas, DDA staff determined that the proposal from Future Fence was responsive, with a cost of $1,126,555.00;

 

RESOLVED, The DDA Board approves the selection of Future Fence as contractor for parking structure rooftop fencing work with a contract amount of $1,126,555.00.

 

RESOLVED, That a contract contingency amount of $112,600.00 be established within the project budget and that the Parking Manager be authorized to approve additional change orders to the construction contract with Future Fence not to exceed $1,239,155.00 to be paid from the Parking CIP Fund;

 

RESOLVED, That the DDA Executive Director is authorized to sign the contract with Future Fence.
