Resolution to Approve Street Closures for the Main Street Area Association Trick or Treat Parade on Sunday, October 26, 2025 from 9:00 AM until 4:00 PM
Memorandum
The attached resolution is requesting approval to close the following Streets for a Trick or Treat Parade and Trick or Treating on Sunday, October 26, 2025:
From 9:00 AM until 4:00 PM for Trick or Treating
• Main Street between William and Washington
• Liberty Street between Fourth Avenue and Ashley
And from 11:00 AM until 1:00 PM for the Parade
• Liberty between Fourth and Fifth
• Fifth Avenue between Liberty and Washington
This event has been hugely successful with attendance growing with every year. Given the numbers, the Main Street Area Association is asking for closures to keep participants safe. The Ann Arbor District Library is a co-sponsor of this event. This event will include vendor booths that will utilize the streets.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets and will reimburse the City for all event expenses.

Whereas, The City has received a request from the Main Street Area Association for a Trick or Treat Parade;
Whereas, It will be necessary to close the following streets for the Parade and Trick or Treat activities in the streets on Sunday, October 26, 2025 from 9:00 AM until 4:00 PM:
From 9:00 AM until 4:00 PM for Trick or Treating
• Main Street between William and Washington
• Liberty Street between Fourth Avenue and Ashley
And from 11:00 AM until 1:00 PM for the Parade
• Liberty between Fourth and Fifth
• Fifth Avenue between Liberty and Washington;
Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and
Whereas, Notification of the street closing will be through the City’s website and GovDelivery as well as resources through the Main Street Area Association and the Ann Arbor District Library;
RESOLVED, That City Council approves the closing of the following streets for the Parade and Trick or Treat activities in the streets on Sunday, October 26, 2025 from 9:00 AM until 4:00 PM:
