Resolution to Approve a Professional Services Agreement with Stantec Consulting Michigan, Inc. (Stantec) for Construction Engineering Services for the High-Level Trunkline Capacity Improvements Project ($1,201,360.00; RFP 25-41)

Attached for your review and consideration is a resolution approving a Professional Services Agreement with Stantec Consulting Michigan, Inc. (Stantec) for $1,201,360.00 for Construction Engineering Services for the High-Level Trunkline Capacity Improvements Project.
The High-Level Trunkline Capacity Improvements Project (UT-SN-25-01) includes the installation of a 36-inch sanitary sewer along West Washington Street and North First Street to Miller Avenue. The proposed sewer will remove flow from the high-level sanitary sewer trunkline along First Street and divert it to the low-level trunkline in Miller Avenue.
The project was initiated and is primarily funded by the University of Michigan to provide sanitary sewer capacity for the proposed flow from their new Central Campus Student Housing Complex during wet weather events. The project also includes sanitary sewer system improvements along West Washington Street and North First Street which benefit the City’s system.
Under the supervision of Engineering staff, OHM Advisors Inc. and their subconsultants Stantec Consulting Michigan, Inc. and Tetra Tech, Inc., created plans and contract documents throughout the last year to meet the project’s aggressive schedule.
The construction of the project will be done using a microtunneling technique that City staff does not have expertise in. Therefore, in October of 2025, a Request for Proposal (RFP No. 25-41) was issued to provide construction phase support services to City staff. The scope of these services, which include the construction engineering, inspection, and public communication services for the project. A proposal was received from one firm, Stantec, on October 28, 2025. The full proposed team is comprised of staff from Stantec, OHM, and Tetra-Tech, many of the same staff who worked on the design phase.
A staff selection committee reviewed the proposal and determined Stantec to be qualified for the work based on their professional qualifications, past involvement with other microtunneling projects, and the proposed work plan. The fee proposal was opened and reviewed and found to be acceptable.
Stantec complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: This project is included in the Capital Improvements Plan (UT-SN-25-01). This project is primarily funded by the University of Michigan as provided for in a separate cost allocation agreement previously approved by Council. Funding for the City’s share of the project will come from the Sewage Disposal Fund.

Whereas, It is necessary to install a sanitary relief sewer for the high-level trunkline in First Street to address sanitary sewer capacity for the University of Michigan’s new Central Campus Student Housing Complex and to provide improvements to the City’s system;
Whereas, It is necessary to retain the services of a professional engineering firm to perform the construction engineering, inspection, and public communication tasks associated with the project;
Whereas, In response to RFP No. 25-41 for Construction Engineering Services, the City received one (1) proposal from Stantec Consulting Michigan, Inc., who are recommended based on their professional qualifications, past involvement with similar projects, proposed work plan, and fee quotations;
Whereas, Stantec is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances; and
Whereas, Funding for the Construction Engineering Services for the High-Level Trunkline Capacity Improvements Project is available in the approved Public Services area Capital Budget UT-SN-25-0107 (Sewage Disposal Fund);
RESOLVED, That City Council approve the Professional Services Agreement with Stantec Consulting Michigan, Inc. in the amount of $1,201,360.00 for Construction Engineering Services for the High-Level Trunkline Capacity Improvements Project (RFP 25-41);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to approve amendments to Stantec Consulting Michigan Inc.’s professional services agreement up to $120,000.00 in order to satisfactorily complete the project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
