Resolution to Approve Amendment No. 1 to the General Services Agreement with Taplin Group, LLC to Perform Sewer Televising and Cleaning ($650,000.00 Amendment, $2,050,000.00 Contract Total, RFP #23-14)

Attached for your review and action is Amendment No. 1 to the General Services Agreement with Taplin Group, LLC to perform inspection and cleaning services for existing sanitary and stormwater infrastructure.
Public Works utilizes outside contractors to supplement in-house televising and cleaning operations performed on the sanitary sewer and stormwater systems. Televising is used to identify pipes needing repairs and locates blockages that require cleaning. This contract is also used to provide specialized inspection methods such as multi-sensor and sonar typically used for pipes that run very full or are large in diameter. Proactive system maintenance helps to prevent backups and ensures that the system continues to operate as designed.
City Council awarded a 2-year contract to Taplin Group, LLC and Rogue Industrial Services, LLC on May 1, 2023, R-23-138. These contracts are not-to-exceed $1,400,00.00 for each contractor. Rogue Industrial Services, LLC has been unable to supply the quantity of work necessary. Staff now requests Amendment No.1 to add an additional $650,000.00 to the Taplin Group, LLC contract for a total not-to-exceed contract in the amount of $2,050,000.00.
Budget/Fiscal Impact: Funding is available in the FY25 Sewage Disposal System Fund and Stormwater Fund Operations and Maintenance budgets and will be approved in subsequent annual budgets if so, approved by City Council.

Whereas, Competitive proposals for sewer televising and cleaning services were received by Purchasing on March 9, 2023;
Whereas, City Council awarded 2-year contracts to Taplin Group, LLC and Rogue Industrial Services, LLC on May 1, 2023, R-23-138;
Whereas, Rogue Industrial Services, LLC has been unable to supply the quantity of work necessary;
Whereas, Staff now requests Amendment No.1 to add an additional $650,000.00 to the Taplin Group, LLC contract;
Whereas, Funding is available in the appropriate FY25 Operations and Maintenance budgets and will be approved in subsequent annual budgets if so, approved by City Council; and
Whereas, Taplin Group, LLC has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage and Living Wage ordinances;
RESOLVED, That City Council approves Amendment No.1 to the General Services Agreement with Taplin Group, LLC in the amount of $650,000.00 for additional sewer inspection and cleaning services for existing sanitary and stormwater infrastructure (RFP #23-14);
RESOLVED, That the City Administrator be authorized to extend the agreement for up to one (1) additional period subject to a 3% increase in unit prices and an additional not to exceed amount of $2,050,000.00 provided both parties agree to an extension and subject to the appropriation of funds;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
