Resolution to Approve a Best Source Contract with Williams Scotsman, Inc. for Lease of a Portable Trailer for the Farmers Market ($100,000.00)

In March of 2024, Parks & Recreation’s Farmers Market operations and staff vacated the office building after it was declared structurally unsafe. Needing a new space to continue Farmers Market operations, Parks & Recreation staff solicited informal bids for portable trailers to use as a temporary office.
Williams Scotsman, Inc. was determined to offer the best blend of features needed for operations of the Farmers Market, including size and cost. Williams Scotsman, Inc. was able to deliver the trailer to the location in April 2024. This portable trailer has been utilized by Farmers Market staff since April 2024, and will continue to operate from a portable trailer until public engagement and capital planning efforts are complete. As such, the current timeline for construction of a new office building for the Farmers Market is 24-36 months out.
For the Farmers Market staff to operate with as little disruption as possible, continuing with the current portable trailer from Williams Scotsman, Inc. is recommended as a best source contract by Parks & Recreation staff. It should be noted that this lease is month-to-month, with the cost per-month guaranteed for 12 months.
Budget/Fiscal Impact: Funding for this lease is and will be available from the Parks Maintenance & Capital Improvements Millage expenditure budget for the duration of the lease.

Whereas, The Ann Arbor Farmers Market office building was recently demolished after it was declared structurally unsafe for staff and operations;
Whereas, The Ann Arbor Farmers Market operations have been operating out of a portable trailer provided by Williams Scotsman, Inc. since April 2024;
Whereas, Parks & Recreation staff recommend continued operations from this trailer to minimize disruptions to Farmers Market operations; and
Whereas, Funds are available in the City’s Parks Maintenance & Capital Improvements Millage expenditure budget;
RESOLVED, That City Council approves a best source contract with Williams Scotsman, Inc. in an amount up to $100,000.00 for a month-to-month lease of a portable trailer;
RESOLVED, That the Mayor and City Clerk are authorized to sign the contract after approval by the City Administrator and City Attorney;
RESOLVED, That the funds are available for the life of the project without regard to fiscal year; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the contract, including all determinations delegated to the City under the contract.
