Resolution to Approve the Purchase of Aggregate Materials and Excavation Waste Hauling Services from Farmer and Underwood Trucking ($227,208.60; ITB-4500)

Memorandum

Attached for your review and consideration for approval is a resolution authorizing up to $227,208.60 for the purchase of aggregate materials and for hauling excavation waste materials (“spoils”) with Farmer and Underwood Trucking. This amount includes the bid price of $189,340.50 and a 20% contingency of $37,868.10.

 

The bid was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. Three (3) bids were received and publically opened on May 12, 2017. Farmer and Underwood Trucking was determined to be the lowest responsible bidder for 21aa Limestone, “1 x 3” Coarse Aggregate, 4” x 8” Limestone Rip Rap, 8” x 16” Limestone Rip Rap, 18” x 24” Limestone Rip Rap, 6a Washed Limestone, 2MS Masonry Sand, 2NS Sand, Topsoil, and Haul Out of Spoils, Concrete, Asphalt, and Street Sweepings.

 

The recommended purchase order to Farmer and Underwood Trucking for aggregate materials and excavation spoils haul out are for normal maintenance activities such as water main break repairs, stormwater outfall restoration, parks path maintenance, forestry stump removal and planting and street maintenance activities.

 

Budget Impact

Funding is available in the approved FY18 Water Supply System, Sewage Disposal System, Stormwater System, Parks Maintenance and Capital Millage and Streets Operations and Maintenance budgets and will be available in subsequent annual budgets if approved by Council. 

 

Farmer and Underwood complies with the City’s Non-Discrimination and Living Wage ordinances.

 

This agreement is for July 1, 2017 through June 30, 2020 and may be extended for up to two (2) one-year periods, subject to the agreement of both parties and subject to the annual appropriation of funds.

Whereas, Public Works needs to purchase aggregate materials used for maintenance, repair and replacement work performed on streets, parks and the water supply, sewage disposal, and stormwater systems;

 

Whereas, Excavation spoils must be hauled off site for disposal;

 

Whereas, Three competitive bids (ITB-4500) were received by the Procurement Unit on May 12, 2017;

RESOLVED, That Council approve the purchase of aggregate materials and for hauling excavation waste materials with Farmer and Underwood Trucking in the amount not to exceed $227,208.60, annually, for the period of July 1, 2017 through June 30, 2020, subject to the annual appropriation of funds;

 

RESOLVED, That the City Administrator be authorized to renew the agreement for up to two one year periods providing both parties agree to an extension and subject to the annual appropriation of funds; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
