REGARDING: Cost Sharing Agreement with the City of Ann Arbor for the North Main Street Transportation Study

 

Update: Following DDA Board approval in September 2025, a member of the City Attorney’s office determined that the cost share contract template should be revisited, resulting in a rewrite of the contract. All of the cost share terms remain the same. The updated contract has been reviewed by DDA legal support. Staff recommend approval.

 

Attached for your review and consideration is a resolution to approve a Cost Share Agreement with the City of Ann Arbor. The North Main Street Transportation Study includes an existing conditions assessment, data collection and modeling, public engagement, and conceptual design options. The intent is to develop a conceptual design that can be implemented with a planned Michigan Department of Transportation street resurfacing project in 2030.

 

The City Transportation Team is leading the approximately twelve-month design process, in partnership with DDA staff. 43% of the project area is within the DDA Original District Boundaries and the recommended Expansion Area 1. As a result, DDA staff recommend a proportional cost share, with the DDA contributing 43% of the cost or $258,000. North Main Street improvements were identified as a high-ranking project through the DDA’s Development Plan process and is included in the DDA’s updated Capital Improvement Plan. Dollars are available in the TIF capital budget.

Whereas, Through partnership with the City of Ann Arbor, the DDA has begun work on a new DDA Development and TIF Plan;

Whereas, North Main Street improvements were identified as a high-ranking project through the Development Plan efforts;

 

Whereas, On July 7, 2025, City Council authorized a Professional Services Agreement with Transportation Engineering Design, DPC, for the North Main Street Transportation Study;

 

Whereas, The Professional Services Agreement includes creating conceptual design options within the DDA District and potential expansion area;

 

Whereas, The City and DDA have drafted the attached cost-sharing agreement, with the DDA’s share not to exceed $258,000;

Whereas, The DDA's CIP and FY 26 budget includes capacity for this study; 

RESOLVED, That the DDA Board approves the agreement between the City of Ann Arbor and the DDA for the North Main Street Transportation Study to be paid from its General/TIF Fund in an amount not to exceed $258,000;

 

RESOLVED, That all amounts herein are approved without regard to fiscal year;

RESOLVED, That the DDA Executive Director is authorized to execute the agreement with the City of Ann Arbor.
